Futures Group provides Management Information System (MIS) support to the Government of Tanzania’s Department of Social Welfare (DSW) and USAID. Under the MEASURE Evaluation Associate Award, the Futures team provides a range of technical assistance including: support for the continued development, innovation and implementation of the national Most Vulnerable Children (MVC) MIS strategy; improving information flow to enhance the delivery of timely data of good quality to guide policy and program decisions; create linkages between the DSW MVC MIS and other government MISs that support vulnerable children, and build capacity of local IT staff to manage, update and change the system.
The Deputy COP/ Senior Technical Manager for ICT will advise and provide technical expertise to the Chief of Party, and broader project team. He/she will lead the project’s redesign of the national MIS for MVC, roll-out to the field, on-going supervision and capacity-building for full transfer to the DSW. Key responsibilities include coordination of hardware and software specifications, developing the strategy for and implementation of supportive supervision, mentorship, and training for key stakeholders and partners including DSW, the Prime Minister’s Office for Regional and Local Government, district social welfare officers and para-social workers, implementing partners and other government and donor agencies.
The work requires innovation and strong leadership skills. Work is very technical in nature and knowledge is specialized. Extensive prior experience in large-scale IT deployments for health and/or social welfare programs is absolutely required.
Key Responsibilities
- Senior Technical Manager is chief designer, thought leader and responsible for full redesign, execution and implementation of MVC MIS
- Work with Futures ICT and M&E teams and DSW on re-designing/strengthening the current national MVC MIS
- Provide technical advice to COP and DSW on rolling out the new system to districts in Tanzania
- Provides technical advice to senior management regarding capacity building strategy and implementation plan for various target audiences.
- Senior Technical Manager is fully accountable for successfully implementation and execution of all aspects of the MVC DMS MIS solution
- Providing input related to appropriate staffing levels, and training of a small yet highly effective team on-the-ground to pursue and support the IT-related work.
- STM will be responsible for establishing and maintaining the appropriate processes and tools for planning, implementing, and monitoring progress, leadership and management of processes.
- Mentors, trains, and manages assigned staff to successfully work on the projects to leverage proposed outcomes and meet/exceed quantitative target commitments to donors.
- STM will have technical expertise to demonstrate innovative, new technologies that could improve the data collection and use process for the MVC program based on limitations in Tanzania infrastructure.
- Conduct supportive supervision with district offices including receiving feedback from users of the system.
- Conducts assessments of trainees to interpret baseline understanding and assess training needs
- Designs and facilitates MVC MIS trainings
- Develop training curricula and presentations
- In collaboration with the MVC M&E TWG, organize and implement activities such as workshops, on the job training and sharing of good practice that provide capacity building opportunities to district social welfare officers, para social workers, and staff of local institutions to enhance institutional effectiveness
- Coordinate and build capacity of DSW, districts social welfare officers, partner organizations and Futures Group staff in Information systems, leadership, strategic planning, partner and stakeholder coordination, human resource tracking, and database development.
- Participate in other ICT activities that arise as assigned by the COP
Qualifications
- 5-7 years Expert knowledge in IT domains and ability to design and conduct trainings on related topics
- Operating Systems and platforms
- PC hardware and software
- Local and Wide Area Networking
- Databases systems including MS Access, MS SQL, MySQL
- Cloud and Web technologies – PaaS, SaaS, IaaS
- Contributed to at least one paper or article on informatics security, PC, networking
- At least five (5) years of experience in Health IT databases, migration, deployment and maintenance
- At least eight 5-7years of experience in international Health IT context.
- 5 -7 years proven experience leading and manage large scale health IT deployments in support of USG funded program
- Strong and demonstrated knowledge of SQL Server 2005 / 2008 administration and Tools.
- Experience in relational database technologies such as: MS SQL, MySQL or equivalent.
- Demonstrated technical experience DSW MVC management information system
- Demonstrated technical experience in mhealth and mobile computing solutions
- University Degree in Informatics or Information Technology
- Expertise in facilitation and training for various target audiences including technical experts (i.e. data entry specialists / data analysts) and policy makers
- A broad and extensive knowledge of IT principles, methods and techniques; analytical skills and superior knowledge of project management principles to manage projects and work with multi-disciplinary teams
- Verbal skills are required to communicate technical information to audiences with varying levels of technical expertise as referenced above
- Good writing skills are required to design capacity building strategies and implementation plans and develop training curricula.
- Understanding of the most vulnerable children system in Tanzania.
- Experience with varied training approaches and methodologies.
- Proven experience facilitating training events.
- Ability to synthesize information and utilize communication approaches to disseminate that information.
- Analytical skills are required to conceptualize the development of IT architectures and frameworks
- Work related to the management and oversight of donor-funded project budgets and financial reporting is of value.
- Must be available for domestic and international travel for up to 40% time
