JOB OPPORTUNITY – FIELD AREA COORDINATORS (3 Positions)

Catholic Relief Service (CRS) South Sudan program is implementing the Jonglei Food Security Program (JFSP) and has vacancies for Field Area Coordinators to be based in Yuai, Pibor and Ayod, Jonglei State.
The vacancy is open to all citizens of South Sudan.
PURPOSE OF THE POSITIONS
The Field Area Coordinator based in Yuai, Pibor and Ayod will oversee JFSP program implementation and operations for their respective counties. Each post holder will be responsible for managing the JFSP team and ensuring the safety and security of the team, the proper utilization of assets and resources and the timely and effective planning, implementation and reporting of program activities. The post will supervise the livelihoods and agriculture programs at county level, including food for assets activities, oversee the field office finances, operations and logistics and the custody of all program assets. The post holder will act as the primary county level representative of CRS and JFSP to government and non-government agencies and stake holders and communities. The Field Area Coordinators report directly to the Chief of Party of JFSP based in Bor.
KEY RESPONSIBILITIES
· Manage the field office team and ensure that all staff are cross-trained to undertake all field level activities (FFA, DDR, M&E etc.) Provide training and mentoring to program and operations staff as required;
· Plan and oversee implementation of all program activities, whether supported by FFA or by program funding are implemented according to plan to deliver JFSP program targets and to be within schedule and budget;
· Ensure timely and effective communications on program planning, implementation and reporting with technical team leaders based in Bor;
· Ensure that field trips by the teams are planned and executed to optimize the use of staff resources, avoid duplication of effort, and extend the life time of program assets and materials, vehicles, thurayas, fuel etc.
· Ensure that CRS security protocols, including communications, vehicle use and health and safety, are observed by all field office staff and by all other CRS staff/visitors travelling at county level;
· Supervise the commodity team and warehouses allocated to JFSP in the county. Ensure that USAID standards of commodity management and control are followed by all commodity staff.
· Undertake or supervise the mandatory stock checking and end use of commodities at warehouse, distribution point and ensure that all necessary reporting on food storage and utilization are made to JFSP Program & Operations Coordination Unit in Bor;
· Contribute to the quarterly program planning and review meetings held by the Technical Team Leader for Livelihoods in Bor. Draft, finalize, implement and report on the quarterly program plans for the county;
· Ensure that program performance reports (M&E data analysis) are submitted to time lines and that monthly and quarterly performance review meetings are held at county level with all JFSP team members and county level MoAF and MoLF stakeholders.
· Oversee the finances for the county level field programming and operations and supervise the accounts staff in the forecasting, receipt, issuing and record keeping for cash;
· Develop a 6 monthly forecast for procurement of essential supplies and organize an effective storage and supply chain control system
Minimum Qualifications/Experience
- Higher National Diploma or Bachelor’s degree from a recognized university in livelihoods or management related discipline related field;
- At least three years of professional experience including team and program or operations management;
- Track record in the effective control and utilization of program resources and assets (food, cash, fuel, vehicles, etc.),
- Strong results-focused competencies in the coordination of multiple activities, in program planning, implementation and reporting;
- Understanding of M&E methodologies and performance reporting;
- Experience in or familiarity with agriculture, livelihoods, logistics management or engineering

- Spoken and written fluency in English
- Spoken fluency in a local language used in Jonglei State.
- Competence in data handling and monitoring and evaluation reporting
- Experience in managing and reporting accurately on project activities.
- Motivated self-starter, able to carry out work independently but also coordinate effectively as part of a team.
- Strong interpersonal skills, demonstrated in cross-cultural setting.
- Ability to work closely with government partners.
- Demonstrated planning and organizational skills.
- Computer literacy (MS Office and email/internet).
- Prior experience in conflict-affected area preferred (Experience in Jonglei will be an added advantage)
