VERIFICATION OF SURVEY WORK AND ESTABLISHEMENT/DEVELOPMENT OF LAND REGISTRY/DATA BASE SYSTEMS IN 5 STATES OF SOUTHERN SUDAN

Background

A high number of returnees has been repatriating and settling in southern Sudan with most of the highly concentrated returns in Upper Nile, Unity, Warrap and Nothern Bahr el Ghazal States this was seen especially during the climax of the CPA period and the just concluded referendum for the people of southern Sudan which was undertaken in February 2011. Between October 2010 and February 2011, over 200,000 returnees have resettled in all ten states of Southern Sudan, but are primarily concentrated in Upper Nile, Warrap, Jonglei and Northern Bahr el Ghazal States, which are considered as the States with high number of returnees.
In response to the aforesaid demographic surge and on request of the state governments, UNDP responded by contracting six survey firms to undertake GPS surveys and demarcation of plots(average size of 600m²) in five (5) states that have experienced high returns. Presently survey work/demarcation of plots is ongoing in five (5) states.
The states as units of governments that has just emerged after signing of the Comprehensive Peace Agreement(CPA) during the setting up of the Government of Southern Sudan in 2005, lack proper infrastructure for handing proper land spatial planning, survey of plots including land registry/data base systems.
Following the survey service provided in the 5 states, UNDP is seeking a experienced and knowledgeable consultant to review and verify its survey work done in 5 states, establish land registry systems and train key UNDP personnel and key government officials in development and management data registry system. Those trained personnel eventually train government officials in the states, including Unity, Upper Nile or Jonglei, Warrap state and Northern Bahr Ghazal.

Duties and Responsibilities

Key Activities to be Undertaken:
UNDP is committed to providing quality assistance and capacity building to both Government of Southern Sudan and the state governments. To assess the quality and level of support provided to the state governments through survey/demarcation of plots of land in the five states, the successful consultant will under the direct supervision of the UNDP Support to the States Programme Manager, and with technical guidance from UNDP MDGs and Poverty Unit Team Leader, undertake the following tasks:
  • Review and verify the survey work undertaken in five states (Unity, Northern Bahr el Ghazal State, Jonglei and Upper Nile States), and whether these fulfill the contractual requirements as set out in the TORs attached to the contracts (copy to be provided).
  • Evaluate the quality of work done ascertaining that the survey design and implementation exercise conformed to the minimum acceptable standards.
  • Develop and establish land registry systems for easy tracking of plots and that paves way for land revenue collection.
  • Support the State Ministries of Public Infrastructure in the production of (28,000) land titles for the plots of land that have been demarcated with UNDP support for the returnees.
  • Undertake training of UNDP Support to States Urban Management Specialists and selected state government officials from the state ministries of physical infrastructure on land data base development and land registry in one of the states in Southern Sudan.
  • Develop training materials for undertaking training of UNDP personnel and selected government officials.
Inputs to be Provided:

UNDP:
  • Consultancy fees will be paid to the consultant upon completion of the assignment and report has been submitted to UNDP.
  • For the period of services provided within Southern Sudan, UNDP will arrange local transportation and DSA as appropriate
The Consultant:
  • The consultant is expected to bring with him/her all the necessary tools of trade including but limited to a laptop and relevant software for the work during the assignment with UNDP in the five (5) states.
Outputs of the Consultancy:
  • A brief report (about ten pages) detailing the extent to which the survey teams (contracted by UNDP to survey and demarcate plots for the settlement of returnees) fulfilled the contractual requirements, and the quality of their work.
  • Soft and hard copies of the training materials produced for use in the training of UNDP and state government officials.
  • A detailed report on the training done for the UNDP specialists as well as State Officials on the establishment of land registries.
  • A report detailing the structure, roles and responsibilities of the proposed land registries in the five states.
  • The 28,000 land titles/certificates.
Duration of the Consultancy - (2 Months)
The total duration of the assignment is expected to last two months. The initial assignment, to review and verify the work done in the survey and demarcation of the 28,000 plots, is expected to last two weeks (12 working days, six day work weeks) and is expected to include the review of cadastral maps, land databases and layout plans to ensure that the work done satisfies the requirements of the TORs.
The second assignments, to help establish land registries and the produce land titles, is expected to last six weeks (24 working days, six-day work weeks), and will include visiting the 5 five states, to determine the support to state ministries of physical infrastructure needed to establish land registries and produce the land titles/certificates.

Competencies

  • Ability to work with minimum supervision.
  • Working knowledge of protocols, particularly related to working for, and with, officials and leaders at the highest levels of government
  • Strong oral and written communication skills in English language critical.
  • Experience in post conflict countries is an asset.
  • Infrastructure development in southern Sudan is still very basic. The consultant must therefore be willing to live and work under difficult conditions with basic services.

Required Skills and Experience

Desired Qualifications and Experience
  • Master’s university degree in Surveys and physical planning or equivalent or equivalent.
  • The consultant should have at least minimum of 5-7 years working experience within the East African region working directly with government and/or firms in surveys, and/or operation of land registries.
