A high number of returnees has been repatriating and settling in southern Sudan with most of the highly concentrated returns in Upper Nile, Unity, Warrap and Nothern Bahr el Ghazal States this was seen especially during the climax of the CPA period and the just concluded referendum for the people of southern Sudan which was undertaken in February 2011. Between October 2010 and February 2011, over 200,000 returnees have resettled in all ten states of Southern Sudan, but are primarily concentrated in Upper Nile, Warrap, Jonglei and Northern Bahr el Ghazal States, which are considered as the States with high number of returnees. In response to the aforesaid demographic surge and on request of the state governments, UNDP responded by contracting six survey firms to undertake GPS surveys and demarcation of plots(average size of 600m²) in five (5) states that have experienced high returns. Presently survey work/demarcation of plots is ongoing in five (5) states. The states as units of governments that has just emerged after signing of the Comprehensive Peace Agreement(CPA) during the setting up of the Government of Southern Sudan in 2005, lack proper infrastructure for handing proper land spatial planning, survey of plots including land registry/data base systems. Following the survey service provided in the 5 states, UNDP is seeking a experienced and knowledgeable consultant to review and verify its survey work done in 5 states, establish land registry systems and train key UNDP personnel and key government officials in development and management data registry system. Those trained personnel eventually train government officials in the states, including Unity, Upper Nile or Jonglei, Warrap state and Northern Bahr Ghazal.

Duties and Responsibilities | |
Key Activities to be Undertaken: UNDP is committed to providing quality assistance and capacity building to both Government of Southern Sudan and the state governments. To assess the quality and level of support provided to the state governments through survey/demarcation of plots of land in the five states, the successful consultant will under the direct supervision of the UNDP Support to the States Programme Manager, and with technical guidance from UNDP MDGs and Poverty Unit Team Leader, undertake the following tasks:

Duration of the Consultancy - (2 Months) The total duration of the assignment is expected to last two months. The initial assignment, to review and verify the work done in the survey and demarcation of the 28,000 plots, is expected to last two weeks (12 working days, six day work weeks) and is expected to include the review of cadastral maps, land databases and layout plans to ensure that the work done satisfies the requirements of the TORs. The second assignments, to help establish land registries and the produce land titles, is expected to last six weeks (24 working days, six-day work weeks), and will include visiting the 5 five states, to determine the support to state ministries of physical infrastructure needed to establish land registries and produce the land titles/certificates.
