Job Profile Overview:
TB CARE is a multi-year cooperative agreement from the United States Agency for International Development (USAID) to provide technical assistance to national tuberculosis programs throughout the world. As one of the consortium partners, PIH is responsible for strengthening tuberculosis programs by working directly with Ministries of Health (MOH), National Tuberculosis Programmes (NTPs) and other non-governmental organizations. The TB CARE Coordinator will be responsible for coordinating the administrative and financial aspects for the program in Malawi. The position will receive day-to-day supervision from the TB CARE II Chief of Party, and will work collaboratively with PIH’s programmatic, operations and finance teams in Malawi, as well as with other partners within the consortium. As the primary administrative support for the TB CARE project, this position will be a key component of the successful implementation of the work.

Responsibilities:
Programmatic and Financial
-In collaboration with the TB CARE leadership, set up the logistical and administrative systems required for supporting and managing the TB CARE program. -Actively participate in the strategic planning of TB CARE activities in Malawi including development of the annual workplan and budget. -Assist in the scheduling of regular meetings between the USAID mission and/or the NTP and TB CARE in-country leadership to discuss funding issues, progress on the workplan, implementation challenges, etc. -Ensure compliance with USAID and TB CARE operational and financial policies with respect to procurement, personnel, contracting, financial management and programmatic reporting in collaboration with the TB CARE leadership in-country and supported by the Boston TB CARE team. -Update the deliverables tracking sheet on a quarterly basis. -In collaboration with the Senior M&E Officer, Chief of Party, Program Manager and District Coordinators, ensure timely, accurate and appropriate quarterly reporting of program activities to the USAID mission and the TB CARE leadership in-country and in Boston. -Oversee creation and submission of the annual budget to PIH Boston TB CARE II team, working with both PIH and Project Hope TB CARE staff in-country to forecast activities and costs. -Work collaboratively with TB CARE staff to track the progress of project and activity budgets -Work collaboratively with TB CARE leadership to ensure necessary program planning, development and management activities function smoothly and efficiently. -Work collaboratively with District-level teams to ensure that resources for effective and timely program implementation are available. -Work collaboratively with with TB CARE financial staff in the review, processing and reconciling of invoices and payment documentation. -Develop and maintain positive relationships and partnerships with the Ministry of Health, local government, and other public sector and non-governmental organizations and community leaders. -Ensure effective communication with PIH Boston TB CARE team.
Human Resources
-Schedule and coordinate quarterly staff meetings for all TB CARE employees. -Supervise and support the HR Coordinator ensuring proper management of field staff, including provision of benefits, compliance with Government of Malawi labor policy, disciplinary issues, etc. -Support the Procurement& Logistics Officer to draft and implement a manual documenting USAID/PIH procurement policies and procedures; update the manual as policies are modified over time.
Operations & Logistics
-Oversee local purchasing and procurement, including that of drug and medical supplies, ensuring selection of quality vendors, comparison of multiple quotations, and spot-checking and verification of procured commodities. -Implement transparent and accountable tendering and procurement systems with efficient controls for purchasing. -Support the procurement team in Boston and the TB CARE II team on the ground in international procurement efforts, including pharmaceuticals and other resources needed for project activities. -Support logistics around external consultant visits to Malawi and work with TB CARE leadership to ensure seamless implementation of necessary technical assistance. -Provide on-site support to visiting TB CARE headquarters staff and other visitors.
Qualifications:
-Bachelor’s degree required. Advanced degree in the health sciences, public health or related field preferred. -Understanding of global health and development approaches. -At least 3 years of relevant professional experience within a public health setting, preferably in international projects, with demonstrated management responsibility. -Prior experience working in Africa and in resource-limited settings, familiarity with HIV/TB a plus. -Familiarity with policies, rules and requirements associated with US government grants and cooperative agreements and direct experience in working with grant-related budgets and sub-agreements. -Excellent interpersonal and verbal and written communication skills. -Demonstrated ability to interact professionally and with sensitivity with culturally diverse staff, clients, and consultants. -Ability to interact with established networks of foreign national government leaders, donors, and other partners. -Comfort with ambiguity, shifting priorities, and need to juggle competing demands in a fast-paced and challenging work environment. -Ability to commit at least 2 years. -Field-oriented and comfortable with managing several major activities simultaneously. -Willingness to live and work full-time in a rural setting in Malawi.
