Minimum required skills:
- Minimum of 3 years of relevant professional experience in the provision of support and capacity building to rural institutions dealing with agriculture and rural development.
- University degree.
- Demonstrable experience in direct facilitation of local participatory processes of development planning for local government institutions, preferably in the field of agriculture/rural development.
- Demonstrable experience in institutional assessments of local de-centralised government entities.
- Proficiency in English;
Other skills:
- Familiarity with development issues in the Horn of Africa; excellent communication skills;
- Experience and knowledge of EC procedures for grant contracts.
Tasks and responsibilities:
- Expert 2 will join Team 1 and accompany the team leader (expert 1) to Gash-Barka, Anseba and Maekel Zobas.
- He/she will be in charge of supporting and providing facilitation in the local workshops of these three Zobas for the preparation of the operational work plans.
- In close coordination with expert no. 1, he/she will assess the institutional arrangements put in place in each Zoba for the implementation of the Agricultural Support Programme, and identify constraints and capacities to be enhanced for the sound management of the Programme, proposing if necessary corrective measures.
