Tanzania is among the eight countries piloting the Delivering As One concept in the world. The ‘Delivering as One’ (DaO) approach was conceived by the UN Secretary-General’s High-level Panel on System-wide Coherence in the areas of development, humanitarian assistance, and environment. One of the key pillars of the DaO is the ‘One Programme’ which has been implemented through a number of joint programmes (JPs) since 2008 responding to various developing challenges identified in the National growth and poverty reduction strategies of MKUKUTA and MKUZA (for Tanzania Mainland and Zanzibar, respectively). UNDP is one of the UN agencies implementing the ‘One Programme’ in Tanzania and managing a number of JPs in close collaboration with other participating UN agencies in terms of defining common results and formulating common work plans and budgets.
As the JPs come to a programmatic close in June 2011, UNDP wants to undertake independent evaluations of four JPs (JP3, JP4, JP5 and JP11) for an in-depth assessment of each individual JP’s achievement of intended results. The evaluations will focus particularly on the areas of programme design, and the extent to which the JPs met the relevance, efficiency, effectiveness, and sustainability considerations. The outcome of the evaluations is expected to provide good lessons and improve future programming.
UNDP is therefore requesting for applications from qualified International and Local evaluation experts to conduct the evaluations for the four (4) JPs. Each JP will be evaluated by a team comprising of one international and one local professional consultants.
