Responsibilities:
• Review all functions of the Program Office and advise on how to improve plans to establish a fully-functioning Office by August, 2011. Working with the Program Office, the Project Development Team, Technical Offices, and the Office of Acquisition and Assistance, the SPA will review systems and procedures in various areas:
1. Review all project development functions and propose best practices;
2. Review and propose comprehensive systems to facilitate scheduling of obligation document development, an obligation/procurement schedule, and request of budget allowances in a timely fashion.
• Lead in-house training and mentoring on best practices in Program Design including how to:
1. Draft Intermediate Results, activity packages, indicators, targets etc.;
2. Prepare estimates for project budgets, budget execution and pipeline analysis;
3. Incorporate and improve the use of monitoring and evaluation findings into new project designs;
4. Conduct activity monitoring, progress reporting, and counseling of implementing contractors and grantees.
• Prepare a basic guide incorporating best practices from USAID experience related to the above activities;
• Give guidance on results reporting, specifically how to improve monitoring and evaluation systems necessary to measure and report on results, either internally or externally;
• Support the Juba Program Office’s transition to a self-standing unit:
1. The SPA will work with Mission management and the Program Office to establish a handover plans to ensure the successful transfer of all Program Office functions from Khartoum to Juba;
2. The SPA will fill-in, where necessary, to ensure a smooth transition to a new Mission in Juba.
Qualifications:
• Master’s Degree with at least 10 years of experience;
• Prior experience in monitoring and evaluation, results reporting, project design, budget estimation and pipeline analysis for USAID programs;
• Strong background in training and mentoring staff.
