The Government of Uganda has received a credit from International Development Association/World Bank towards the cost of the Second Northern Uganda Social Action Fund (NUSAF2) Project and intends to apply part of the proceeds to payment for a contract for the selection of individual consultants for the positions outlined below. Selection will be conducted in accordance with the World Bank's Guidelines: Selection and Employment of consultants by World bank borrowers (Current Edition)
5. TITLE: PROCUREMENT OFFICER
JOB PURPOSE
To assist the Procurement Specialist in supervision of community procurements in local governments and provide hands on support to the entities to ensure that efficient and effective procurement is achieved.
KEY RESULTS AREAS:
Support Districts in preparation and integration of Procurement Plans and monitor its progress/ adherence to key benchmarks.
Implementation support to district, sub-county and community level stakeholders to ensure compliance with relevant laws/regulations/ guidelines in order to achieve sub project objectives.
Track local government and community procurements to ensure they are performed to quality, in a timely manner and within the cost estimates.
Preparation of timely Integrated Monthly/ Quarterly Reports.
SPECIFIC DUTIES AND RESPONSIBILITIES
Support Local Governments in the development and integration of their Procurement Plans
Support district to ensure that Implementation of their procurement plans is in accordance with set benchmarks and guidelines
Participate in training sessions to build capacity of local governments, Extended Participatory Research Appraisal (EPRA) facilitators and communities to enable them manage their procurements/contracts
Participate in preparation, review and standardization of procurement documents in use by the district, sub-county and community level stakeholders
Liaise with the District Procurement Officers. Contacts Committees, User departments and provide support in implementation of Multi Community Sub projects
Support local governments to establish and maintain good procurements records management systems
Advise the Procurement Specialist on procurement performance bottlenecks and recommend possible solutions to the bottlenecks
Prepare monthly/quarterly progress reports on procurement in local governments in the area of performance
Undertake any other duties as may be requested from time to time.

Job requirement
PERSON SPECIFICATION
Honors degree from a reputable University in Procurement/supply chain/logistics management, Economics. Commerce, Law, Engineering, Business Administration, Entrepreneurship or any other related field.
Post graduate qualification in procurement/ logistics or related field will be an added advantage
At least 3 years continuous experience in procurement in large public/private sector projects
Demonstrated understanding of the public procurement laws of Uganda
Proven integrity and clean record in managing public procurement
Excellent computer skills (in micro-soft excel, micro-soft word micro-soft access and micro-soft power point applications and any other application used in the procurement function)
Ability to work with minimum supervision.
Good interpersonal skills and ability to relate well with a multiplicity of stakeholders.
Knowledge of Ngakarimojong, Ateso or Luo will be an added advantage.

Initial Term of two years (renewable upon satisfactory performance)
Probation period of 6 months
