Description: | This position is responsible for the overall coordination of logistics for the distribution of ITNs/LLINs through mass campaigns and facility based routine distribution as one of the activities of the Global Fund Malaria Project under the direction of the Malaria Program Manager for Southern Sudan. This includes, but is not limited to, the handling of transport logistics, supporting mass campaigns, strengthening and support of the local sites in developing storage and distribution systems, transport and travel to project sites and collaboration with other partners and stakeholders. |
Duties: | 1. Responsible for logistical and administrative activities under authority and direction of the IMA Program Manager for Malaria in order to support and strengthen the operations of the IMA World Health-led Malaria Project in Southern Sudan. 2. Responsible for enforcing standard operating procedures for logistics, warehousing and distribution of ITNs/LLINs. 3. Provide technical assistance to Southern Sudan Malaria Project partners (i.e. Community Leaders, Promoters & Distributors) regarding enhanced capacity building and provision of guidance on distribution, logistics and warehousing. 4. Work closely with the IMA Program Manager for Malaria and other appropriate staff to ensure smooth handling of commodities maintaining the agreed on schedule. This will include receiving, recording and distributing the commodities. 5. Work with Juba based logistics Officer, if applicable, to facilitate commodity registrations. 6. Assess the appropriateness of distribution networks and offer options for improvement. 7. Gather and analyze transportation options and costs and recommend best delivery options or reduce costs. 8. Carry out local procurement of services, goods and equipments in line with donor regulations and according to IMA procurement policies and ensure their proper tracking, customs clearance if applicable, good storage, use, maintenance and disposal. 9. Coordinate a commodity/inventory tracking system for project commodities and ensure reporting of this inventory back to IMA World Health Southern Sudan Country Office. 10. Assist to maintain a well-functioning office in Juba that is designed to liaise and partner with the State Ministry of Health offices. Specific roles include managing material resources, infrastructure and utilities. Travel frequently to project sites in the state as needed to assess logistics and administration requirements. 11. Collaborate with Juba based staff and other Program partners in the rollout of the implementation of the program in Juba by providing technical logistical and administrative support as required and appropriate. 12. Provide logistical support to all Malaria Project team members in accessing office and accommodation infrastructure. 13. In collaboration with IMA World Health staff in Juba and Nairobi offices, arrange for all domestic and international travel requirements of the program. 14. Compliance verification - To ensure that the IMA World Health office complies with all necessary national and internal regulations, such as employment standards, staff code of conduct, health and safety, immigration, use of assets and contract management. 15. Collaborate with IMA World Health staff in Juba, Nairobi and HQ in reviewing and updating of procurement and administrative policies and guidelines for the efficient and effective program implementation. 16. Undertake other duties as assigned by the Malaria Program Manager and/or Southern Sudan Chief of Party. |
Qualifications: | 1. Three or more years of logistics handling in developing countries, preferably in the health sector. 2. BA/S or equivalent in Management, Business, or a related discipline. An advanced degree is preferred. 3. At least three years of experience in a position with responsibility for preparing procurement plans and organizing procurement systems (ideally using Global Fund procedures) for works, goods, and services. 4. Demonstrates experience and skill in ability to organize supply and distribution systems and find innovative solutions to complex problems under difficult conditions. 5. Must have strong English writing skills and analytical abilities. 6. Proficiency in Microsoft Office applications including MS Word, Excel and PowerPoint. Internet fluency a plus. 7. Willingness to support IMA World Health’s Mission. |
