Description: | The Health Management Information Systems and Monitoring and Evaluation Officer is responsible for setting up the M&E system and provides technical leadership for HMIS to IMA World Health’s Malaria Project. S/he works closely with the Malaria Program Manager to define or revise program performance targets in light of program objectives and to ensure that they are achieved. The HMIS/M&E Officer supports the efforts of other project and county HMIS staff in tracking the receipts, distribution and utilization of malaria mitigation commodities, to document achievements in the quality of and management of services, systems and health planning. S/he assists the project team to strengthen the capacity of the project and to regularly monitor and evaluate the results to improve services. The Health Management Information Systems and Monitoring and Evaluation Officer will be responsible for guiding the overall M&E strategy and implementation of related activities for the project and via partners, plus providing timely and relevant information to appropriate staff. This entails close communication with all involved in M&E framework design and coordination; core project staff; representatives from the organization; program officers; external consultants; and field staff. Travel to Upper Nile and Jonglei states as necessary (up to 50%). |
Duties: | 1. Under the leadership of the Program Manager, coordinate with IMA World Health HMIS Officer for the MDTF – BPHS projects in Upper Nile and Jonglei states as well as with the state and county HMIS staff to ensure that malaria related indicators are integrated into the HMIS system. 2. Assist Malaria Program Manager in establishing the monitoring and evaluation framework and system to ensure effective implementation of program initiatives. 3. Ensures the use of a monitoring and evaluation framework that will generate timely information and feedback to staff that includes supporting the implementation and analysis of findings regarding routinely collected data. 4. Provides technical assistance to project staff in health management information systems and monitoring and evaluation to enable improvement of existing information systems. 5. Advises in the selection of indicators, collection of primary data and use of existing data sources for the project. 6. Manage day-to-day operations of the M&E system for the Malaria Project; including support of project sites in continued implementation of M&E tools and instruments. 7. Works with the Malaria Project Team to train state and county health teams in basic monitoring and evaluation skills. 8. Develops, maintains and adjusts, as needed, the Project’s performance monitoring plan; recommending indicators and targets and identifies data sources and collection mechanisms. 9. Produce monthly, quarterly and annual M&E reports based on agreed indicators that will guide decision making and program implementation. 10. Work with partners to ensure the collection of relevant and appropriate data which is needed for an effective M&E system which will be utilized in the monitoring of strengths, weaknesses and gaps in existing programs and services and required for reporting. 11. Facilitate capacity building for implementation partners to enable them to monitor and evaluate their own efforts, gather relevant data and produce required progress reports. 12. Qualifications: | 1. Graduate degree in health care administration and management, health systems research, Administration (MBA), international development, economics or relevant field preferred. 2. Prior experience with performance monitoring and evaluation and health management information systems required. Knowledge of USAID data collection and reporting requirements highly desirable, including developing performance indicators, data collection and analysis. 3. Demonstrated project management skills and experience in working within complex monitoring and evaluation efforts. 4. Experience in health care strengthening, quality improvement and strategic planning. 5. Good working knowledge of descriptive, inferential and advanced statistics. 6. Skills and preferably experience with numerical methods and database management. 7. Strong analytical skills. 8. Familiar with research and scientific data collection methods. 9. Excellent Oral and Written communication skills. 10. Excellent interpersonal skills and team player. 11. Ability to work collaboratively and as part of a team. Strong interpersonal skills critical. 12. Ability to establish a solid working relationship with customers, program management and technical staff, managers, peers and other business areas. 13. Ability to work independently, take initiative and use good judgment. 14. Comfortable interacting at all levels of internal, external and customer organizations up to executive management. |
