Organizational Setting

The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; catalysing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and advancing science and industry through improved operation of research reactors.

The operating environment is dynamic, participative and interactive with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

The Knowledge Management Unit is located in INIS and Nuclear Knowledge Management Section in the Department of Nuclear Energy and is responsible for implementing the IAEA's subprogrammes 1.3.3 on "Nuclear Knowledge Management". The objectives of the subprogramme are to increase awareness and understanding in Member States of the need to sustain knowledge and expertise in nuclear science and technology and effectively serve the knowledge management needs of Member States.

Main purpose

As part of a team led by the Head of the Nuclear Knowledge Management Unit, the Knowledge Management Specialist provides guidance and inputs to the formulation, development and implementation of the IAEA's activities in nuclear knowledge management, ensuring synergies and cooperation with other IAEA programmes, based on best practices and knowledge obtained through new partnerships and networks.

Role

The Knowledge Management Specialist is: (1) a technical specialist, participating, through the regular and technical cooperation programmes, in knowledge management activities such as workshops, seminars and knowledge assistance visits; (2) a team member, working collaboratively on studies and analysis of knowledge management maturity and participating in projects and missions to Member States; and (3) a scientific secretary for specialists meetings, documents development and technical cooperation activities.

Partnerships

The Knowledge Management Specialist works closely with the staff of the Nuclear Knowledge Management Unit and other staff of the Department of Nuclear Energy. He/she participates in meetings with Member State organizations and their staff in order to identify the needs and interests of Member States in the area of nuclear knowledge management.

Functions / Key Results Expected

  • Contribute subject matter knowledge to the development of guidance and best practice documents on developing the 'knowledge management culture. Facilitate the implementation of this guidance in Member States, as well as the formulation of rationales, priorities, objectives, outcomes and performance indicators for the subject area, and review performance.
  • Initiate, plan and conduct scientific forums and meetings for Member States to review and discuss the status and progress achieved in the area of nuclear knowledge management. Undertake studies and comparative assessments of various nuclear knowledge management strategies.
  • Participate in the establishment of new partnerships and networks with organizations in Member States with a view to promoting nuclear knowledge education, training, knowledge preservation and enhancement.
  • Develop and deliver appropriate training packages and briefings on knowledge management.

Knowledge, Skills and Abilities

  • Good understanding of the current knowledge management and human resource issues in the nuclear field.
  • Strong analytical skills: Ability to analyse information, make rational judgements and to produce workable solutions to a range of problems.
  • Ability to foster innovation in the subject area.
  • Project management skills.
  • Strong communication skills:
    • Technical writing skills for producing and reviewing documents in related fields.
    • Ability to make effective technical presentations at international meetings.
  • Teamwork: Proven ability to participate effectively in a multinational and multidisciplinary team by working collaboratively and sharing knowledge.
  • Customer orientation: Ability to work in partnership with internal and external counterparts.
  • Experience in using internet and analysing knowledge resources in the nuclear field.

Education, Experience and Language Skills

  • University degree, preferably in a nuclear discipline or natural sciences.
  • At least five years of working experience in an area related to information and/or knowledge management, including involvement at the international level.
  • Previous involvement in education or training.
  • Previous work in the context of nuclear knowledge management an advantage.
  • Previous work in IT projects supporting knowledge management activities a strong asset.
  • Fluency in written and spoken English essential. Knowledge of another official IAEA language desirable (i.e. Arabic, Chinese, French, Russian or Spanish).

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 018 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $36 524*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
