Background The United Nations Office for Project Services (UNOPS) - Sudan Operations Center (SDOC) is based in Juba. Current SDOC operations are largely focused on assisting partners with the implementation of physical infrastructure projects including designing, constructing and rehabilitating roads and bridges, schools, clinics and Government and Ministry offices. SDOC also procures goods and services for a number of partners and provides logistics and operational support to institutions in Sudan with the overall objective to build peace and to promote the implementation of the CPA.
UNOPS – SDOC works with various United Nations partners including the Food and Agriculture Organization (FAO), the Multi-Donor Trust Fund (MDTF), the United Nations Development Programme (UNDP), the United Nations Children’s Fund (UNICEF), The United States Agency for International Development (USAID), European Union (EU), Department for International Development (DFID) and the World Bank.
The SDOC has approximately 180 personnel with its main office in Juba and field offices in other states.
Duties and Responsibilities The ICT Officer
The ICT Officer reports directly to the Head of Support Services and will be responsible for the following specific responsibilities:
• Identify and implement Information management practices that enhance the UNOPS-SDOC ICT system effectiveness; • Responsible for installation and configuration of servers in LAN/WLAN environment in accordance with standard procedures and policies. • Responsible for installation and configuration of proxy servers and managing limited internet bandwidth using several techniques of traffic shaping/monitoring. • Responsible for installation and configuration of LAN/WLAN/WAN equipments, in accordance with highest ICT standards, as well as coordinate equipment servicing. • Responsible for configuration and installation of new hosts in LAN/WLAN environment and preparing them for use with network services, in accordance with up-to-date ICT standards. • Work as network administrator in a wide area network environment with responsibility for multiple locations (whole SDOC). • Implement preventative network management techniques, using remote network monitoring tools. • Monitor performance of the networks, identifying and trouble shooting for optimization. • Ensure that all computers on the network are standardized with respect to software, hardware and network configuration. • Ensure that all computers are protected for viruses and that all relevant updates and upgrades are applied regularly. • Plan and provide high level of network security and ensure that appropriate access control is used internally on the LAN, and manage the networks intruder detection/prevention system. • Implement effective helpdesk management system, including remote helpdesk, to improve user support. • Responsible for Enterprise mission critical data backups. • Prepare disaster recovery plan, and ensure business continuity of offices/services. • Review existing ICT structures, and ensuring that the networks are built/configured in conformity with the highest standards and safety requirements; • Install and maintain VSAT systems, configure monitoring system for the bandwidth and coordinate with ISP as and when necessary. • Install, program and maintenance of VHF and HF radio communication system (base stations, handhelds, and mobiles), in accordance with UN rules and regulations. • Develop and maintain computerized database systems (RDBMS) for collecting, processing, manipulating and analyzing data, and generating reports and outputs, in appropriate forms and as required, especially for Radio Communications Management System (radio programming, user tracking, etc). • Ensure that the required databases meet the highest standards of user-friendliness, including by improving the reporting functions and developing user guides. • Develop standard guidelines for purchase of ICT equipments within the organization, as well as to provide technical evaluation and recommendation services throughout the process of procurement. • Coordinate with the ICT focal points in AFO and ICT helpdesk in HQ for better communication on related issues as and when required. • Travel to the field/site offices as required for maintenance and upgrades of hardware and software; • Develop ideas and present practical ways of improving the ICT system of the Organizations, and its projects. • Provide technical advisory/services to other organizations as and when required. • Perform any other task as requested by supervisor.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Required Selection Criteria
Competencies • Ability to lead planning and reporting. • Strong analytical skills. • Ability to provide IT support services including IT hardware/infrastructure support, ERP support, other IT applications support, web design and maintenance. • Excellent knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, knowledge of web design, knowledge of Microsoft Windows network administration, ERP. • Ability to provide input to business process re-engineering, elaboration and implementation of new systems.
Education/Experience/Language
• Masters degree in Information Systems, Information Management, Computer Science or related discipline. . (Additional 2 years of relevant work experience in combination with a relevant bachelor degree, may substitute for the requirement for a masters degree). • Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE). If certification is not available at the time of recruitment, it should be obtained within 6 months. • Minimum 5 years of relevant working experience, including development and implementation of ICT strategies, management and supervision of ICT services and teams, hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications, experience in web design and development of web-based office applications • Prior work experience in post conflict/hardship duty station would be an asset. • Knowledgee of the UNOPS/UN system and familiarity with UNOPS procedures would be an advantage. • Strong communication skills in oral and written English required.
