Responsibilities:
-- Oversee technical activities on reforms that promote sustainable human resources development and effective management of civil service across GOSS and targeted states;
-- Establish vertical and horizontal systems of communications on human resources activities across GOSS;
-- Support development of human resources strategic plans including hiring, training, promotion, grievance issues, transfer, and termination;
-- Maintain and train personnel on the use of the human resources database, ensuring server management and database viability;
-- Establish, train personnel, and monitor integration of payroll system into the human resources database;
-- Collaborate on establishing human resources frameworks, clearly identifying the roles, responsibilities, and reporting functions of civil servants;
-- Establish training and capacity building links to performance assessment and review;
-- Support the conducting of a training needs assessment and development of a training strategy;
-- Support the development of training modules;
-- Collaborate with state-level staff to integrate human resources policies and programs in state offices;
-- Provide technical assistance to update personnel manuals and standard operating procedures; and
-- Support development of staff retention approach for senior staff.
Qualifications:
-- MA/S in Human Resources, Public Administration, Management, International Development, or other relevant field;
-- Minimum seven (7) years experience managing human resources development, civil service reform and development, or related fields;
-- Experience in post-conflict and/or nascent state-building contexts relevant to Southern Sudan;
-- Experience with USAID funded governance and capacity building programs preferred;
-- Speaking and reading proficiency in English required, proficiency in Arabic and/or local dialects preferred;
-- Very strong interpersonal and communication skills; and
-- Sudanese nationals and Sudanese Diaspora are encouraged to apply.
