Job Description
Purpose of Position
- The FM, Abyie with the support of sector teams and under supervision of the CO Director Programs, will ensure that SCS is responding to the growing needs of children and is well prepared to respond to ever changing humanitarian situation.
Major Responsibilities
- Lead the overall Abyei program in strategic planning for current and anticipated programs as conditions change and evolve.
- Maintain the contingency plan developed for any unforeseen emergency situation in and around Abyie/Agok in close coordination with UN cluster systems and other partner INGOs.
- Develop and implement the program strategy, annual operating plans, management plans, and budgets to ensure that they are in accordance with Save the Children standards and mission statement.
- Represent Save the Children and develop or maintain productive relationships with local and national governments, voluntary agencies, the UN, media, donors and communities.
- Ensure appropriate and effective mechanisms for facilitating communications, information exchange and sharing, and public relations (including media).
- Direct, manage and develop senior level staff including: hiring, orientation, training, counsel and evaluation.
- Ensure a sufficient and timely flow of management and operation information and reports to the Support and Regional/ International SC Offices according to established reporting standards.
- Through the Sector Heads, ensure quality donor reports are generated and submitted to donors and H.O.
- Exercise good stewardship over all resources by maintaining financial control, procedures and records, and accountability standards required by Save the Children and donors.
- Review the overall monthly report for the program to ensure it is in line with program planning. With the Finance and Project Managers make adjustments to spending and program if necessary.
- Approve and pass on to Khartoum and HO all project proposals, reports and assessments.
- Ensure proper management and feedback systems are established in the Abyie/Agok office in accordance with Save the Children policy and procedures. Advise staff on Save the Children management practices, environment and systems.
- Liaise with Save the Children in Sudan colleagues on need basis and ensure communication and coordination of efforts according to SCS agreements.
- Visit projects regularly to encourage, advise, build relationships, evaluate and inspect Save the Children funded relief efforts.
- Inform both Sudan Director Programs and SC Security Focal Point of any security incidents or significant changes to the security situation.
- Represent the Abyie office in the Sudan Country Office Extended Senior Management Team
- Any other tasks as required
Required Skills
Knowledge, Skills and Abilities:
- Knowledge of and commitment to Save the Children, its history, objectives, principles and systems, and values.
- Knowledge and adherence to the CRC theory and application in Humanitarian work
- At least 7 years experience in a senior management position.
- At least 3-5 years working in a conflict setting with displaced populations.
- Strong and demonstrated program planning skills are essential.
- Knowledge of and proven experience in management, and including management of a large team of expatriate and national experts.
- Experience with US government funding sources and knowledge of commodity related issues.
- Knowledge of the SPHERE manual.
- Sound knowledge of nutrition, health, wat/san, protection and Livelihoods programs.
- Good knowledge and sensitivity of African cultures and ability to communicate cross-culturally.
- Good interpersonal skills with ability to build personal relationships with staff, partners and leaders at all levels.
- Excellent communication skills, both verbal and written, as well as negotiation and administrative abilities.
- Ability to live and travel in the region.
- Experience working in a high stress environment and ability to live in conditions of physical hardship.
- A university and post graduate degree or equivalent in a development and/or humanitarian related field.
- Fluency in English is essential and knowledge of Arabic strongly desired.
- Experience in basic grant compliance and management.
