Job Description for the Position of Executive Director
1. Purpose of the Position
The Executive Director is responsible for all programmes and projects of the African Women’s Development and Communication Network (FEMNET) including their conceptualisation, implementation according to FEMNET’s contractual obligations and internal policies and reporting on them. The Executive Director is responsible to the Board of Trustees and Executive Board and manages on the day to day basis the human and financial resources of FEMNET and is the Head of the Regional Secretariat in Nairobi, Kenya.
2. Responsibilities of the Position
2.1 Responsibilities relating to the Board of Trustees and Executive Board
• ensuring an amicable and productive working relationship between the Executive Board, the Board of Trustees and the Regional Secretariat;
• ensuring the involvement of Executive Board members and Trustees in representational duties for FEMNET;
• the preparation of half-yearly narrative reports and quarterly financial reports for the Executive Board and Board of Trustees;
• the preparation of programme and project documentation for meetings of the Executive Board and Board of Trustees;
• Implementation of strategic directives designed with the Executive Board and Board of Trustees.
• Facilitating the Executive Board and Board of Trustees to achieve their mandate
2.2 Responsibilities relating to Management
• manage the human and financial resources at the Regional Secretariat in line with FEMNET’s Personnel and Financial policies;
• Facilitate the development of new programme/project proposals, including their budgetary aspects in line with FEMNET’s Strategic objectives;
• ensure continuous fundraising for new programmes/projects
• guide and motivate staff members responsible for on-going programme/project implementation to ensure that programmes/projects are executed in accordance with FEMNET’s strategic objectives, contractual obligations and relevant internal policies;
• ensure the timely submission of narrative and financial reports for on-going programmes/projects according to FEMNET’s contractual obligations in collaboration with the staff members responsible for on-going programmes/projects and the Finance Administrator;
• Ensure timely implementation of FEMNET’s administrative obligations
• Ensure that the minutes of all meetings of the Network are properly recorded, distributed and archives are maintained;
• Ensure coordination within the Secretariat and with the Focal point networks at the sub-regional and national levels.
• Liaise with the members of the Executive Board and the Board of Trustees as well as the sub- regional and national focal points in carrying out the programmes and activities of the Network.
• Be the principal signatory to the bank accounts of the Network.
• Ensure that all matters of the Network are carried out in line with the policies and procedures of the Network.
• Be the Chief spokesperson of the Network on matters relating to the Programmes and management of the Network.
• Promote and espouse FEMNET vision, mission, feminist principles and values.
• Organize for the recruitment of Senior Program Staff members in consultation with the Secretary and Chairperson of the Executive Board.
• Conduct the Staff Performance appraisals as stated in their Contracts and in accordance with the provisions of the Personnel Policy, Procedures and Terms and Conditions of Service.
• Ensure that the Register of members is maintained at the Regional Secretariat and is regularly updated and that members are fully involved in their Network.
• Undertake or ensure that all other duties assigned by the General Assembly, Executive Board and the Board of Trustees are attended to.
3. Qualifications, Skills and Experience for the Position
• demonstrated interest and experience in gender and development and/or women's human rights organising in Africa in all of its diversity—including a commitment to African women’s autonomy and choice;
• demonstrated interest and experience in African women’s human rights organising through communications and information;
• demonstrated interest and experience in African women’s human rights organising in the context of regional and international intergovernmental organisations (IGOs) as well as other relevant regional and international processes;
• demonstrated interest and experience in African women’s human rights organising at the national level in at least three of Africa’s five sub-regions;
• a degree in a relevant social science and a masters in a relevant field;
• demonstrated training and/or experience in organizational development, programme/project management, including programme/project conceptualisation, development, resource mobilization, implementation, monitoring and evaluation;
• demonstrated training and/or experience in human resource and financial management;
• knowledge of grant-making around gender and development and/or women’s human rights at the global, regional and sub-regional level
• demonstrated ability to mobilize resources for gender and development and/or women’s human rights in Africa as a whole;
• Previous experience of work in a senior position in a sub-regional, regional or international organization working to advance women rights
• Demonstrated capacity to communicate and work in both English and French.
