THE NRC-ETHIOPIA PROGRAM
Since 2004, Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu) and Kenya (Dadaab and Molo). In light of the situation described above, and based on the assessment and consultations with ARRA, UNHCR and other stakeholders in Ethiopia, NRC has designed a project that responds to the humanitarian needs for the refugees living in the camps, including vulnerable host communities. NRC will improve the living conditions of the refugees in Dolo Ado and Shire camps through the provision of Shelter, Youth Education and Camp Management. NRC will continue to expand its activities in line with emerging needs for refugees and NRC’s priorities.
Job description
Manage, coordinate, and develop NRC’s shelter project in refugee camps of Ethiopia. Manage NRC Shelter staff, providing on the job training as required to increase the capacity of the team, local partners and refugees.
Have overall responsibility for the recruitment of the National Shelter staff to implement the project activities and objectives in collaboration with the Country Director.
Promote community mobilization, focus group discussions with refugee and host communities and ensure participatory techniques in project implementation.
Undertake creative approaches in shelter design, site planning and refugee camps layout for firebreaks in collaboration with ARRA and UNHCR.
Ensure that program assessments are carried out for effective planning and implementation of the shelter project in the refugee camps.
Guarantee the initiation and continuation of shelter activities and initiate complementary ones for expansion of the project in Ethiopia.
Monitor, evaluate and suggest changes and improvements in the project design and shelter materials based on observations and discussions with the relevant staff and other actors. Prepare/ develop narratives and budgets for proposals in collaboration with the Country Director and the Senior Management team in the region.
Manage and monitor program finance and budgets, ensuring that all project activities are in accordance with budget lines.
Contribute to the development of NRC’s regional strategy, action plan and activities plan and priorities in the sector of shelter.
Prepare reports to the donors in accordance with agreements applicable to the individual grant. Prepare and/or collaborate in preparation of reports as required internally by NRC (monthly, quarterly, and yearly) and by all relevant donors.
Document technical issues and questions, and channel to the HQ Shelter Adviser, with copy to the Country Director.
Ensure quality control of all Shelter activities – travel regularly to all the NRC construction sites ensuring that all constructions are in accordance with norms and standards.
Ensure a constructive co-operation with other NRC programs in the region, ARRA, UNHCR, local authorities, other international and local NGOs working in the refugee camps.
Undertake responsibility for liaison and coordination with ARRA and UNHCR on the project follow-up and monitoring.
Communicate with and obtain necessary agreements and understanding from local authorities in line with the NRC protocol for communication.
Qualifications
Relevant experience and Degree or higher education qualification, preferably within architecture or engineering or related fields of study
3-5 years field experience, preferably from refugee/returnee shelter programs in complex emergencies and with experience from working in a difficult security environment
Practical experience with planning and execution of housing and construction projects
Significant understanding of complex emergencies and crisis contexts
Political and cultural awareness and experience of working where insecurity is a major issue
Knowledge of the political and humanitarian context of Ethiopia is an asset
Experience in strategic thinking and planning skills, setting priorities, preparing manageable work plans and evaluating progress.
Proven communication, interpersonal, representation, negotiation and leadership skills
Fluency in English
A thorough understanding of protection issues and experience with implementation of protection based projects
Proven skills and experience in report writing
Computer skills – database knowledge essential, networking
Holder of a valid international driver’s license
Security, gender, political and cultural awareness
Sense of humour

Contract period: 12 months with possible extension
Salary/benefits: According to NRC’s general directions, approximately NOK 29666,- (€ 3,748) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
Duty station will be Addis Ababa (30%), Field (70%). This is a non family posting. Programme follow up will require frequent travelling in the provinces of operational area. Dolo Ado is usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel outside XX is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation.
