Purpose of the Job
Under the direct guidance of the Head of Office, Chief of Operations, or Deputy Representative, you will manage the supply operations of UNICEF Eritrea. You will be responsible for planning, procurement, distribution and monitoring of UNICEF's supplies in support of the Country Programme. You will also be responsible for Emergency supply input planning and purchase and in country logistics operations for UNICEF.
Qualifications
Advanced university degree in business administration, management, international economics, international development, contract/commercial law or specialization in directly related areas including credited courses in supply, logistics, purchasing or contracting. Equivalent educational qualification in relevant areas (transport or logistics operations/management, supply management, etc.).* Five years of relevant professional work experience, both national and international, in supply, logistics, purchasing, contracting, administration and/or other related fields Work experience in an emergency duty station an asset Fluency in English and another UN language *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results
- Participates in Country Programme strategy planning preview and review meetings to advice on supply requirements. Assists in developing the supply component of the country programme, including systems for the procurement and distribution of supplies to all project sites.
- Responsible for Supply Planning through coordination with the Programme Section. Provides technical advice on procurement specifications and supply administration. When required, develops plans for emergency supply assistance in accordance with UNICEF Emergency Policies and Guidelines.
- Develops and implements logistics planning through coordination with Operations/Programme sections, provides technical advice/supervises logistics arrangements, facilitating efficient clearance, storage and distribution of supplies and equipment to end-users from ports of entry and warehouses.
- Maintains contact with the Supply Division, Copenhagen, on supply policies. Interpretes and advices the country office and Government on policies and procedures, impacting on offshore/local procurement and delivery and utilization of UNICEF supplies and equipment. Maintains appropriate links with Copenhagen on trans-national shipments and delivery.
- Conducts market research; supervises the Supply Section staff; reviews and supervises the preparation of appropriate documentations; and undertakes local procurement as required. Advises copenhagen on quality deficiencies; undertakes field visits to project sites; identifies training needs and develops training activities and maintains the PROMS supply monitoring system.
