About the Position:
Position Title: Director of Disaster Response

Purpose:
The Director of Disaster Response provides leadership and supervision to InterAction staff working on disaster response issues, and overall leadership on disaster response to InterAction member agencies engaged in humanitarian assistance. The Director engages with global structures and working groups involved in the coordination of disaster response, including the Inter-Agency Working Group, Emergency Directors’ Working Group, Sphere Project Board, USIP-led Civil Military Working Group and the relevant subsidiary bodies of the Inter Agency Standing Committee. The Director represents InterAction at a senior level on disaster response with the U.S. government and the United Nations.
Responsibilities:
• Provide overall leadership and supervision to InterAction staff working on disaster response, as well as overall leadership to InterAction member agencies engaged in humanitarian assistance.
• Liaise with member agencies involved in InterAction working groups relevant to disaster response, including both country-specific groups and ones devoted to thematic issues. Assure that the working groups have clear and relevant work plans and meet their objectives. Maintain relationships with relevant government and UN staff to ensure that working group members have access to decision-makers.
• Represent InterAction and engage with global mechanisms and working groups involved in disaster response policy and programming, including the Inter-Agency Standing Committee Working Group, Emergency Directors Working Group, the IASC Civil Military Informal Forum, the Civil Military Working Group facilitated by the U.S. Institute for Peace, Sphere Project Board, etc.
• Represent InterAction at a senior level on disaster response issues with the U.S. government, especially OFDA, PRM and the Department of Defense, and the United Nations, especially OCHA, UNHCR, UNICEF, and the World Food Program. Organize monthly meetings with OFDA/PRM and with OCHA, ensuring that issues arising in InterAction working groups are addressed in these venues.
• Conduct periodic field visits to areas where member NGOs are responding in order to assess in-country coordination capacity and provide recommendations for support and improvement where needed.
• Work closely with InterAction members and the HPPC Advisory Committee to identify gaps in member response and organize technical workshops with senior experts to address these gaps.
• Develop and share policy analysis, lessons learned, and best practices on disaster response with member agencies and the wider humanitarian community, including UN and U.S. government agencies, think tanks, and academic institutions.
• Coordinate meetings as needed with the U.S. government, especially OFDA, PRM and DoD, and UN agencies, especially OCHA, on disaster response.
• Act as primary civil military focal point for InterAction, working closely with USIP and members to advance the work of the USIP-facilitated Civil Military Working Group, as well as playing a leadership role in the Inter-Agency Standing Committee Civil Military Forum. Provide subject matter expertise to military training and education institutions as prioritized by the InterAction Civil Military Working Group.
• Coordinate with InterAction’s Communications Team to publicize member response to crises and to highlight issues of importance to InterAction members and the larger humanitarian community. Provide assistance and expertise in the writing of op-eds and other pieces that are published on behalf of the InterAction membership.
• Work closely with InterAction’s Public Policy Team, especially the Policy Coordinator for Humanitarian Affairs, to ensure that accurate information on member activity is available to Congress and that all relevant Policy Briefs are kept up-to-date.
• Supervise the staff of the disaster response sub-unit within the Humanitarian Policy and Practice Team at InterAction. Provide regular feedback on performance, and ensure that each staff member has a career development plan.
• Assist in the development of proposals for funding from government and private foundations to support the disaster response work of InterAction. Contribute to reports to donors that support InterAction’s disaster response activities.
• Perform other related duties as assigned by the Vice President for Humanitarian Policy and Practice.
Candidate Requirements/Qualifications:
• Masters degree in a relevant field or equivalent work experience.
• At least 10 years professional work experience on international humanitarian relief programs, a substantial portion of which should be field-based work with NGOs.
• Extensive knowledge of institutions and individuals involved in implementing, coordinating, and funding humanitarian response activities with international NGOs, the U.S. government, and the United Nations.
• Experience working on issues related to civil-military relations in humanitarian response at field and/or policy level.
• Proven ability to analyze and reflect on issues in emergency response, as evidenced by publications and involvement in policy initiatives.
• Strong written and verbal communications skills.
• Strong interpersonal skills and experience managing the needs and interests of diverse constituencies.
• Availability for domestic and international travel.
