Description: | The Country Representative will provide strategic leadership and management for IMA’s growing health portfolio in Kenya. As an essential link between the New Windsor headquarters office and the IMA Kenya office, the Country Representative is responsible for all aspects of program development, technical and financial management, monitoring and evaluation, and reporting, assuring quality, impact and cost effectiveness for the successful implementation of all country projects. The Country Representative fosters and maintains collaborative working relationships with Kenya government officials, the Ministry of Health and its related agencies, donors, and international and local partners. The Country Representative assists in defining the country program’s strategic direction and guides implementation; provides effective management and support for the development of staff; provides guidance and assistance in reporting, documentation, and knowledge management; and upholds and promotes an environment of trust and mutual respect. S/he contributes substantially to cultivating business development opportunities and proposal development. |
Duties: | 1. Serve as primary liaison with donors in country, responding to requests in a timely manner and maintaining effective communication for progress of project objectives and achievement of project results that meet or exceed project requirements. 2. Foster a collaborative working relationship with the Ministry of Health and its related agencies, other government agencies, project partners, and other organizations as appropriate. 3. Monitor progress of project objectives and maintain regular contact with staff and consultants by e-mail, telephone and regular visits. Address current issues by visiting project sites regularly and inform the VP for Programs of progress, challenges, and issues. 4. Evaluate program effectiveness and determine corrective action needed to improve goal achievement. 5. Manage funds within approved spending levels; ensure and supervise financial compliance and regular reporting according to donor rules and regulations; and support annual auditing procedures. 6. Oversee grant management and subcontracting to local agencies. 7. Ensure quality, timely technical and financial reporting to donors by collecting information and preparing reports as required. 8. Establish leadership and personal credibility and implement and maintain clearly understood chain of authority and accountability. 9. Ensure technical capacity of staff and provide technical assistance backstopping when required. 10. Assist in identifying and cultivating new program opportunities and proposal development in coordination with the New Windsor headquarters Business Development Department. 11. Qualifications: | 1. Master’s level degree in health or related field; Ph.D. or doctoral degree preferred. 2. At least 10 years’ successful experience as a project manager of large, complex international health programs in the developing world. 3. Strong technical skills and experience in one or more of IMA’s core technical strengths including health systems strengthening, disease mitigation and control (HIV/AIDS, malaria, neglected tropical diseases, among others), health management information systems, and capacity building. 4. Significant experience working in Sub-Saharan Africa required; experience working in Kenya preferred. 5. Demonstrated familiarity with and understanding of USAID regulations and policies and other donor requirements. 6. Experience supervising professional and support staff in a multicultural, multi-linguistic environment. 7. Demonstrated performance as a decision-maker with excellent interpersonal skills and capability for directing and managing change, inspiring teamwork and high performing teams. 8. Demonstrated leadership working effectively within and across the health, community, and NGO/FBO/CBO and private sectors. 9. Fluency in English in both oral and written communication; proficiency in Swahili preferred. 10. Ability to travel within the country or region and internationally, if needed. |
