Indonesia Resident Mission, Southeast Asia Department

Job Purpose:
Lead the full range of work in the planning, implementation and supervision of the Indonesia Resident Mission's (IRM's) vision, goals, strategies and work plan in support of overall ADB goals. Oversee the quality of work and ensure the achievement of objectives of IRM. Lead and support external and internal relations, coordination and consultation initiatives for Southeast Asia Department (SERD) and ADB as a whole. Lead and provide guidance on day-to-day operational issues and compliance with ADB policies. Work within a broad concept and framework to define own scope of objectives and activities, applying a high degree of autonomy in selecting appropriate methods and approaches. Engage in high level economic policy dialogue with the Government and be knowledgeable and conversant on financial and economic issues within Indonesia, regionally and globally.
Expected Outcomes:
a. Leadership and Strategic Management
- Lead, establish and cascade IRM's vision, goals, development strategies and key result areas (KRAs) in support of ADB's goals, departmental goals and in compliance with ADB policies.
- Lead the planning, implementation and supervision of work plans as well as monitor the quality of output and the achievement of long term goals and annual objectives for IRM.
- Lead, and identify key priority areas of IRM including in regional cooperation.
- Lead and provide leadership in professional and operational matters, taking the lead in contributing new or innovative approaches to policy and operational issues.
b. Country Partnership Strategy
- Supervise the Country Partnership Strategy (CPS) and Country Operations Business Plan (COBP) preparation, including providing overall vision and guiding basic approaches, including the provision of information on economic and political developments and issues.
- Coordinate with Headquarters (HQ) divisions for the implementation of operational strategies.
c. Project Management
- Lead in or support the design and processing of new loan/technical assistance (TA) projects to ensure local perspective is properly considered and integrated.
- Provide broad oversight of the Indonesia portfolio including ensuring monitoring, and follow up and support for projects involving high levels of risk, loan/TA approvals, engagement of consultants, procurement and disbursements.
d. Portfolio Management
- Lead the critical monitoring and evaluation of the quality of the Indonesia portfolio from the view point of overall impact of ADB's Indonesia program, and undertake corrective actions as necessary to maintain quality in line with the HQ and IRM joint venture approach.
- Critically consider root causes of portfolio issues from the view point of development effectiveness, country ownership, harmonization of different development partner systems and lead in supporting the development of improved country systems in coordination with the other development partners.
- Lead in the conduct of the Country Portfolio Review Missions (CPRMs) to review country specific project administration issues.
e. Economic, Thematic and Sector Work
- Lead and provide information/insights on relevant economic, development and political as well as multi-cultural environment and cross-cultural issues.
f. Regional Cooperation
- Provide support for various activities under ADB-supported regional/sub-regional economic cooperation program and activities.
- Provide country perspective on overall regional cooperation efforts and programs and provide support as necessary.including assistance to Indonesia agencies in implementing their initiatives.
g. External Relations and Coordination
- Provide support for relationship management, consultation and coordination with government, development partners, civil society, and private sector.
- Respond to media on ADB views on various issues relating to Indonesia or ADB operations, and help develop ADB positions on controversial issues.
- Initiate or support external relations activities to promote greater understanding on ADB and its operations.
h. RM Operations Management
- Lead the effective day-to-day operations and provide guidance on operational issues and ADB policies.
- Inform and provide recommendations to the Director General (DG) of significant developments, emerging opportunities and challenges in area of responsibility.
- Lead and facilitate effective IRM coordination and cooperation with other ADB departments and internal stakeholders.
- Undertake the performance management of IRM, including motivation of IRM staff.
- Manage budget and resource allocation for the IRM.
i. Knowledge Sharing
- Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination, and knowledge sharing.
j. Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.
Educational Requirements:
A university degree in Economics, Business Administration, Management or Social Development, or other related fields; preferably at post-graduate level or its equivalent
Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level
- At least 15 years of relevant professional experience in country programming, project processing and administration
- Proven management and leadership qualities
- Strong macroeconomic educational background and/or work experience
- Excellent oral and written communication skills in English
- International experience working in development in several countries, preferably including Southeast Asian countries
- Good understanding of evaluation and result based management
