INVITATION FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICES) South West Indian Ocean Fisheries Project Background The Government of Kenya has received financing, (on behalf of the Union of Comoros, Republic of Madagascar, Republic of Mauritius, Republic of Mozambique, United Republic of Tanzania, Republic of Seychelles and Republic of South Africa) from the World Bank towards the cost of the South West Indian Ocean Fisheries Project (SWIOFP), and intends to apply part of the proceeds for consultant services. The demersal fisheries component of SWIOFP (Component 3) requires the services of a fisheries acoustic specialist. The services to be rendered include the preparation, coordination of acoustic work and data analysis in acoustic and drop line surveys of deep slope demersal resources that are planned for Kenya, Madagascar, Mauritius, Mozambique and Tanzania during 2011. The surveys are exclusive to deep slope habitats between 75 and 425 m depth contour on the continental shelf of East Africa and the shelf-like Mascarene Plateau. The surveys are designed to capture information on resource distribution and species assemblage composition in the region. The SWIOFP now invites individual consultants hereinafter called ‘consultants’, to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). DESCRIPTION
There is limited information on demersal resource distribution and species assemblage composition in the SWIOFP region, especially beyond the 200 m contour. Deep waters surveys protocols have been developed by SWIOFP to capture the limited information on demersal resource. During the surveys, exploratory/ acoustic surveys methods will be applied to identify fish assemblages; this will be followed up by systematic (stratified,

It is expected that the survey will provide data on species composition, distribution, relative abundance of deep slope resources in pre-determined areas and the key life history parameters and spatial stock structure for their assessment and management. TERM OF REFERENCE (TOR) A consultant is expected to provide the following services
Preparation and implementation of acoustic activities, including:
Mounting, maintenance and usage of acoustic equipment
Survey design
Mapping of stocks
Estimating stocks abundance
Acoustic species ID
Multi-frequency analysis
Behavior of single targets or schools
Target tracking with split beam echo sounder
Collecting measurements of:
Swimming speed
Direction
Reaction to stimuli
Acoustic sizing
Use and improving calibration methods, echo sounder and sonar
Bottom mapping
Bottom typing
Habitat mapping
Acoustic estimation of plankton size and abundance
Compilation and analysis of results and report writing on survey acoustic activities and results
A report on each survey inclusive of survey acoustic data analysis, results and required illustrations Timing and deadlines Acoustic and dropline surveys for Component 3- Demersal Fisheries are proposed to be conducted during the months of October to December 2011. Surveys will take a total of 50 days (fifty days).

Consultancy services are required for a maximum period of 3 months (three months), 50 days (fitly days) of survey implementation and another 30 days of report writing. ELIGIBILITY/QUALIFICATIONS Interested consultants should have experience in the designing of acoustic surveys, field surveys, data processing, data analysis and report preparation. Previous experience in the region and with similar assignments, academic credentials and excellent publication record (available on request) will be an added advantage.
