1) GENERAL BACKGROUND
Border control and security in many developing countries is weak, leading to porous borders that
can be exploited by criminals such as human smugglers, human traffickers, narcotics smugglers,
arms smugglers, bulk cash smugglers and terrorist travel facilitators. Among the reasons for this
weak border controls are lack of resources, training and professional development, which can be
exacerbated by corruption.
Border control in most countries - developing or developed - falls between a number of key
enforcement agencies - military, specific border agency, immigration, national police, customs
and in some cases maritime.
Many developing countries do not have border service academies dedicated to producing a
professional, knowledgeable corps of border security officials, or if they have one, their
curriculum may be outmoded or inappropriate to meet today’s challenges and threats. For
instance, some border guard / immigration / customs inspection services are part of the national
police and the bulk of their training may be in areas other than border inspection and control. In
some developing countries, border control officials, whether inspectors at an airport or border
guards at a green border are at the bottom of the pile in terms of national law enforcement
funding, training, professionalism, expertise, capabilities and status.
Many donor countries which provide technical assistance and border training assistance do it on
an ad hoc basis, bilateral basis or teach only basic singular classes such as document inspection.
While this is good for individual trainers and agencies’ metrics (i.e., “I went to country X and in
two days I trained 800 people to look at a passport”) this much of this type of assistance only has
a short-term limited effect and really does little to the fundamental and institutional weaknesses
in developing countries border control infrastructure and capabilities, or build long-term capacity

that the recipient country can itself build maintain and build upon.
UNODC provides training to Border Control agencies in many parts of the world, has supported a
number of Academies and holds a variety of training materials at its disposal. Member States
have expressed a desire to consolidate this knowledge in a Guide for establishing a Model Border
Service Academy. The Guide should be possible to utilise in any part of the world and be
scaleable in size from a small agency / service / country to that of larger countries and potentially
regions.
Project XAPU59 – “Partnership Against Transnational-crime through Regional Organized Lawenforcement
(PATROL)” Programme is a project of the UNODC Regional Centre for East Asia
and the Pacific (RCEAP). It is the latest in a line of projects that have provided training to border
agencies in East Asia and have established a mechanism of Border Liaison Offices (BLOs) to
promote cross border cooperation in a variety of crime types involving or transcending land
borders.
UNODC also has at its availability a variety of computer-based training (CBT) materials and
experience from a number of other types of Academies and Centres that it has established in
several geographic locations of the world.
The framework of the PATROL Project has been chosen as the ‘umbrella’ for the delivery of this
Guide due to the good practices and experience of UNODC RCEAP in border control. The Guide
will also benefit from close collaboration with the UNODC Global CBT Programme as a possible
delivery mechanism for some of the training that may be recommended as a core component of a
model border guard curriculum.
2) OBJECTIVES OF THE ASSIGNMENT
The production of a Model Border Service Academy Guide (MBSAG) as tool for Members
States to establish capacity for effective Border Control. The Guide will take the form of a
comprehensive manual both paper-based and electronic and must be a singular resource tool
containing generic and best practice guidelines for the establishment of an Academy, including
building requirements, administrative and management structures, infrastructure etc. and
additionally a full elaboration of training structure, curriculum and learning management and
evaluation systems.
3) SCOPE OF WORK
The overall scope of work will create a generic model border guard academy guide or manual that
can be used by a wide variety of donors and recipients alike to improve existing education
systems or help build new ones. It will provide an ideal, generic curriculum that countries will be
able to implement and maintain with a little guidance or assistance. It will help develop recipient
country’s long-term sustainable capacity build and maintain an effective, professional border
guard/immigration/customs service by helping them create or improve a national border service
academy (or training center).
It will produce modular model border guard academy plans and a curriculum framework that

donors and providers, such as UNODC, can use to plan the assistance and training programs, and
that developing countries can use to plan, design and build their own border service
(police/immigration/customs) academies or curriculum and create a modern, honest, national
border control organization(s). It will help create or improve a professional national border
service and be an investment that the recipient country will want to reinforce. It will improve rule
of law, reduce corruption and enhance border control.
The final product should be generic and flexible enough to be useful in different recipient country
circumstances.
The model guide will be organized in modular sections – including – but not limited to:
• Physical Facility and Infrastructure Requirements
• IT Requirements
• Support Requirements / Staffing
• Teaching Faculty Requirements / Staffing
• Staff Rules / Regulations
• Standard Operating Procedures
• Curriculum Elements
o Computer Based Training
o Traditional Training
o Training of Trainers
• Staff Development
• Monitoring and Evaluation
The specific scope of work for this consultancy deals with the Infrastructure, Security, Physical
Facility and IT requirements only and contribution to the Standard Operating Procedures,
Regulations and Staffing structure relevant to these areas.
The Consultant (Infrastructure and Security) will work closely with the Lead Consultant and
Project Managers to integrate outputs produced under this consultancy within the final Guide.
4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF
TRAVEL
20 working days between June - December 2011.
Country of Assignment: Home-based.
Travel to Thailand and to Frontex, Poland will be required as will some duty travel possibly
within the Greater Mekong Subregion and or Russian Federation/Central Asia.
It is understood that the consultant would not hold the UNODC Regional Centre responsible for
any unforeseen or untoward incident during the duration of the consultancy service. It is
recommended that the consultant secure his/her own insurance coverage during the conduct of the
consultancy service.

5) FINAL PRODUCTS
Expected deliverables
Expected deliverables from the consultant will be:
1. Mission studies to Frontex, EAP and other locations (to decided).
2. Desk study culminating in submission of first draft of the infrastructure requirements
including security, IT, buildings layout and security.
3. Participate in the 1st Expert Working Group Meeting .
4. Final draft delivered.
6) PROVISION OF MONITORING AND PROGRESS CONTROLS
The incumbent will be under the supervision of Project Coordinator of Project XAPU59.
7) DEGREE OF EXPERTISE AND QUALIFICATIONS
A first-level university degree OR equivalent academic training/education with certification
from a recognized national police, customs or other staff learning college/academy with
specialization in physical / systems security in combination with qualifying experience.
At least 10 years professional experience dealing with infrastructure security related issues.
Experience in organizing and facilitating expert working groups.
Knowledge and experience in designing facility security systems and associated standard
operating procedures.
Fluency in the English language and excellent writing skills.
High level proficiency in using Microsoft Office applications.
High-level interpersonal and cross-cultural communication skills.
