Scope: This is a senior management position responsible for overseeing all aspects of IRC's child survival program in Benishangul Gumuz Region of Ethiopia, in close collaboration with the Health Coordinator based in Addis Ababa. This would include integrated community case management (iCCM), expanded program on immunization (EPI), and behavior change communication. Building program staff capacity and expansion of the scope of the IRC child survival activities to include new born care, family planning and maternal health as per the Federal Ministry of Health Strategy for Child Survival in Ethiopia would also be a main responsibility for this role.
Responsibilities: Child Survival Program Implementation and Management
• Ensure that the child survival program is utilizing standard protocols, policies and guidelines as recommended by the MoH, WHO and UNICEF. • Ensure that implementation of all child survival activities is done in a quality manner and that project targets are met. • Ensure that all child survival activities are integrated with the activities of the regional and zonal health offices as well as the woreda health offices and health facilities at Woreda and health post level. • Provide technical support for the IRC –child survival project team and MoH service providers in the project areas. • Manage a team consisting of a CCM Coordinator, CCM Managers and Officers as well the as EPI Officer, data management Officer and BCC Officer in Benishangul-Gumuz region. • Build staff capacity in areas of project implementation, project design, monitoring and evaluation.
Grants Management • Take responsibility for donor and government reporting on all the child survival grants and ensure that this is done in a timely fashion. • Work closely with the M&E unit and the rest of the health team to develop and adapt reporting tools and other grant management templates. • Undertake monitoring of project implementation by conducting regular project performance reviews for all grants with field based staff and take appropriate action. • Ensure that appropriate grant management tools are being used for each child survival grant.
Proposal development • Work to expand the IRC child survival program in Ethiopia by taking the lead in developing project proposals and concept notes as required. • To work closely with the grants department in developing new proposals and budgets as the need may arise. • Participate in discussions with donors as the need may arise.
This position reports to the Field Coordinator in Assosa on a day to day basis and to the Health Coordinator in Addis Ababa for technical issues.
Requirements Essential • MPH or other graduate level training in health services management or public health. MD or RN preferable. • At least 5 years experience in child survival, reproductive or public health. • Proven proposal development experience (including logframes), and M&E experience and skills. • Ability to work with minimum supervision. • Experience working in close collaboration with government bodies at national and regional level. • Ability to work and adapt under pressure. • Ability to work as part of a team. • Excellent oral and written communication skills. • Strong organizational and interpersonal skills. • Computer literate (word processors, spreadsheet, database, internet & email, etc).
Specific Location/Security Situation/Housing :
The position is based in Assosa town with frequent travel to field sites.
