The Government of Uganda has received a credit from International Development Association/World Bank towards the cost of the Second Northern Uganda Social Action Fund (NUSAF2) Project and intends to apply part of the proceeds to payment for a contract for the selection of individual consultants for the positions outlined below. Selection will be conducted in accordance with the World Bank's Guidelines: Selection and Employment of consultants by World bank borrowers (Current Edition)
3. TITLE: ASSISTANT PROJECT ENGINEER/KARAMOJA
Reports to: Project Engineer
Duty Station: Moroto
JOB PURPOSE
Responsible for provision of technical guidance in the planning, identification and construction supervision of infrastructure sub projects in the education, health, water & sanitation, and road sectors, under the Community Infrastructure Rehabilitation (CIR) Component and the Public Works Program (PWP) Sub-component of PRDP-NUSAF 2 Project, in Karamoja subregion.
KEY RESULT AREAS:
Support and facilitate district local governments in Karamoja sub region with the planning, identification and preparation of infrastructure subprojects and funding proposals
Technical supervision and monitoring of infrastructure subproject construction works
Report on overall progress of infrastructure subprojects implementation
Justification and Review of sub-project requests submitted by the Districts
SPECIFIC DUTIES AND RESPONSIBLITIES
Review cost estimates and schedules of materials, labor, transport, tools contained in standardized bill of quantities to ensure correctness and reflection of actual requirements.
Verify expenditure against physical progress of subprojects.
Advise in Ihe preparation and revisions of budgets and cost estimates to reflect current needs and prices as well as costing of community inputs.
Liaise with district technical staff in subproject appraisals, monitoring, assessments, inspection and certification to ensure quality and value of output.
Onsite monitoring of progress of on-going subprojects for adherence to sector standards and specification and agreed implementation strategies and project targets.
Assist target communities in engaging contractors in liaison with the district.
Prepare monthly and quarterly reports on implementation progress and generate specific data for measurement of infrastructure component progress indicators
Issue approved policy and sector standards to district local governments and provide feedback on suitability of application of approved sector norms and standards in the sub region
Evaluate and justify subproject requests submitted by the Districts to ensure accuracy, completeness, viability, sustainability and compliance with relevant sector norms and standards before financing.
Participate with district officials to build rapport and enhance co-operation in the implementation of subprojects.
Generate specific outputs (deliverables) as assigned by Project management and as determined from time to time in the respective projected work plans for each quarter.

Job requirement
(a) QUALIFICATION AND EXPERIENCE Applicants should be Ugandans in possession of a Bachelor of Science Degree in Civil Engineering or related discipline, attained from a recognized university or institution. Possession of relevant post graduate qualifications will be an added advantage. It is a prerequisite that the candidate has at least four years of progressive work experience in Ihe planning, design and construction supervision of community infrastructure, in development projects implemented through direct financing of programme operations or through supporting implementing partners.
(b) ESSENTIAL COMPETENCES
High level of computer literacy with provenworking knowledge of Microsoft Office and
Computer Aided Design applications
Self motivated individual with ability to work with minimum supervision
Excellent communication, reporting and writing skills
Ability to organize and conduct regular field visits
Multi disciplinary practical working knowledge in all civil engineering related fields.
Excellent team player with capacity to work with all project stakeholders
Good interpersonal and management skills
A high level of integrity in managing project resources
Demonstrate capacity to organize and integrate sub regional project activities with local government structures and operations
Knowledge of Ngakarimojong will be an added advantage
