The NRC Country Programme is implemented in Southern Sudan. The country office is located in Juba. Field offices are established in Aweil (Northern Bahr el Ghazal, NBeG) and Yei (Central Equatoria, CE). In 2011, NRC is expanding into Warrap State to respond to the needs of the large numbers of returnees and IDPs in that state. NRC in Southern Sudan is involved in the following core activities: Education, Construction and rehabilitation of schools (Shelter), Emergency, Food Security and Distribution (EFSD) and Information, Counselling and Legal Assistance (ICLA).
NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In Southern Sudan, Northern Bahr el Ghazal (NBeG) is the state that has received the greatest number of returnees, since the signing of the Comprehensive Peace Agreement in 2005. Subsequently, NRC programmes in Aweil expanded significantly in 2010. Aweil is by far the largest Field Office in Southern Sudan, requiring professional oversight of Finance, Human Resource, Logistic, Security and Administrative procedures. Additionally, the responsible management of programme expansion into the neighbouring state of Warrap is a matter of increasing urgency.
Job description
The main objective for the Area Manager (AM) is to lead NRC’s activities in the designated geographical area, contributing to the fulfilment of the evolving aims, objectives and framework, within the authorities given by the NRC Country Director (CD). The AM reports directly to the CD. The AM will be responsible for:
Programme Management and Development
- Contribute to the development of the NRC Sudan Country Programme; its strategies and plan of action, project design and management
- Under the supervision of the CD and in close collaboration with the PD, Programme Managers (PM’s) and FAM, coordinate NRC’s operational activities in NBeG and Warrap
- In liaison with the PD, undertake assessments and evaluations to identify opportunities and improve the quality of service delivery for all NRC projects
- Support the smooth implementation of all activities related to the projects within designated timeframes
- Ensure optimal use of financial resources in the programme, including project budget adherence
- Ensure that NRC finance, administration, logistics and procurement management procedures, guidelines and systems are properly implemented and are respected
- In liaison with the PD, ensure that systems for monitoring and evaluating project activities are developed and implemented
- Contribute to the preparation of required reports and proposals submitted to the Programme Director, Country Director, donors, and authorities
- Manage the support budget as a portion of all project budgets and oversee monitoring of cash flows and expenditures
- Oversee and coordinate administrative and logistical requests made by the projects for optimal cost efficiency and utilisation of resources
- Maintenance of transparency and accountability across all areas of responsibility
- Review the control and stock system of goods, vehicles and transport coordination and make any necessary improvements
Personnel Management
- Responsible for direct supervision of all PMs in the designated area of responsibility
- Ensure that NRC Human Resource Management policies, procedures, guidelines and systems are properly implemented and are respected
- Establish a good working environment based on NRC values, ensure optimal use of personnel is encouraged throughout the office and within the programmes, and promote an environment of team work and team spirit
- Responsible for direct supervision of Programme Support Coordinators based in Aweil and Alek; including recruitment and training responsibilities and guiding the broader programme support team
- Secure adequate training of staff; in collaboration with PMs ensure structured and targeted capacity building efforts aimed at national staff development are implemented; and ensure promotion of talented staff within the area of responsibility for increasing nationalisation of posts
Representation
- Coordinate with UN agencies, other (I)NGOs, local and state authorities, the targeted beneficiaries and donors and ensure maximum collaboration and cooperation with all key stakeholders
- Actively promote the rights of returnees and IDPs
- Remain updated on all relevant political and policy issues related to the area of operation
Security
- As the Security Focal Person work in close cooperation with the Security Adviser to make certain the NRC Security System is properly implemented and respected by all staff
- Respond to all security related incidents, communicate directly with the Security Adviser and ensure proper reporting
- Monitor and evaluate the local security situation and liaise regularly with all key security-related stakeholders in NBeG for maximum security coordination
Qualifications
Formal education
- Relevant university qualifications, preferably in business management and/or international relations, political science or development
- Formal finance and logistics qualifications are an asset
Professional background
- At least 5 years experience in international posts working in progressively senior management roles in emergency, humanitarian, and/or development settings
- Demonstrated understanding of programme implementation and associated challenges, proven management skills and programme development experience from international humanitarian or development context
- Demonstrated contributions in the development of country strategies and solid experience in the development of proposals, budgets and reports
- Proven experience as a leading organisational representative, in personnel management, finance, logistics, administration, and implementing security protocols
- Previous experience in working with extremely vulnerable groups and in community development projects
- Demonstrated understanding of working in complex emergency environments
Essential skills
- Demonstrated leadership and management skills
- Significant political, cultural and gender awareness and experience of working in settings where insecurity is a major issue
- Proven communication, interpersonal, representation and negotiation skills
- Fluency in the English language, both written and verbal
- Above average computer literacy, especially in common software programmes
- Holder of a valid international driver’s licence
- Knowledge of Sudan and of the prevailing political context, especially from the Southern Sudanese perspective
- Proficiency in Arabic an asset
