The East African Community (EAC) is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its headquarters in Arusha, Tanzania.
The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.
Applications are invited from highly motivated and result-driven professionals who are citizens of East African Community Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) to apply for the following position tenable at East African Community-Secretariat in accordance with the availability of Quota Points per Partner State.

Job Grade: P3
Job Purpose:
To coordinate and provide technical input in the development and implementation of harmonized customs ICT systems, strategies and work plans to support and enhance customs procedures and processes in the EAC Customs Union.
Duties and Responsibilities:
- Provide technical support in the development and implementation of the customs information system in the EAC to enhance exchange of customs and trade information within the Single Customs Territory;
- Coordinate the implementation of Customs information technology regulations;
- Initiate and coordinate the automation of customs processes to facilitate trade;
- Coordinate and monitor implementation of the framework and strategy for electronic single window (e-SW) in the Partner States in line with the Single Customs Territory IT framework;
- Support the uploading of information on the EAC Customs Union Customs and trade portal;
- Support Partner States in implementation of the WCO Data model and other standards;
- Support the automation and implementation of the customs union monitoring and evaluation instruments;
- Coordinate studies and research on Customs IT in the EAC;
- Develop training and sensitization programmes for Customs and stakeholders on customs IT systems;
- Coordinate and support Customs technical working groups;
- Any other official duties as may be assigned from time to time.
Qualifications and Experience:
A masters’ degree in Information Technology, Business Informatics or equivalent degree from a recognised University/Institution plus relevant certification in Information Technology.
At least 10 years of experience five (5) of which should be at senior level in a Customs, Trade or related IT environment.
Skills and Competencies:
Demonstrable knowledge and experience in customs IT systems and procedures. Possession of analytical skills, report-writing skills, team building, networking and supervisory skills.
Education Qualifications and Relevant Working Experience:
Education:
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State. This condition is applicable for locally and internationally attained qualifications. All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Work Experience:
Internship, training and apprenticeship will not be considered as relevant work experience.
Eligibility:
Applicants from the Republic of Rwanda, Burundi, Uganda, Kenya and United Republic of Tanzania are eligible to apply for the above position under EAC Secretariat.
Terms and Conditions of Service:
The above position is tenable for a contract of five (5) years renewable once and is subject to the application of the EAC Quota System.
