MANAGING DIRECTOR 

POSITION DESCRIPTION:

Singida Urban Water Supply and Sanitation Authority (SUWASA) was established under section 3(I) of Cap. 272 of 1997 as repealed by section 60 of Water Supply and Sanitation Act No. 12 of2009. SUWASA is charged with the overall responsibility of operations and management of water supply and sanitation services in Singida urban within the Municipality. Applications are invited from suitably qualified, dynamic, experienced and performance driven Tanzanians, male and female, to fill the following positions:

JOB TITLE: Managing Director

REPORTS TO: Board of Directors

QUALIFICATIONS:

Holder of Masters Degree in Civil Engineering, Water Resources Engineering,

Mechanical Engineering, Motor Vehicle Mechanics, Electrical, Chemical Processing, Water Laboratory

Technology, Water Resources Engineering, Environmental or Sanitary Engineering and should be registered with the Engineers Registration Board (ERB) as a professional Engineer. Possession of a Masters

Degree in Business Administration, Human Resources Management, Public Administration Finance, Law, or Economics is an added advantage

EXPERIENCE: Must have served in the water sector for not less than twelve (12) years, of which at least three years should be at a managerial position.

KEY RESPONSIBILITIES:

To overseeing the planning and execution of new water projects.

To direct the formulation of policy proposals for consideration by the Board in relation to physical and financial functions of the Authority.

To interpret policies lay down by the Board and issues internal regulations and procedural instructions thereof.

To prepare annual budgets for the authority and submits them to the Board for approval.

To regularly review actual performance plans and budgets and submits reports to the Board detailing performance with recommendations for action necessary to correct adverse variances.

To make recommendations to the Board for staffing levels required by the authority.

To make recommendation to the Board for fixing water and sewerage tariffs and collect revenue thereof.

To ensure all Authority's financial transactions are authorized and controlled in accordance with agreed procedures and the proper system of internal controls is maintained.

To perform any other duties as may be assigned by the Board of Directors and Parent Ministry.

JOB TITLE: Technical Manager

REPORTS TO: Managing Director

QUALIFICATIONS:

Engineering, Mechanical Engineering, Motor Vehicle Mechanics, Electrical, Chemical Processing, Water Resources Engineering, Water Laboratory Technology, Environmental or Sanitary Engineering

from a recognized university who is registered with Engineers Registration Board of Tanzania

(ERB) as Professional Engineer.

DUTIES AND RESPONSIBILITIES:

To advise the management on the proper treatment of water and disposal of wastes,

To supervise the performance of all water supply and sewerage systems according to the agreed

performance and public health standards.

To review annual budgets and manpower plans for the Technical department,

To supervise use of the Authority's plants, equipments, vehicles and workshops.

To liaise with other bodies to guard against undesirable discharges into raw water supplies with the Authority's catchments areas.

To monitor water quality at sources and within the chlorination and distribution systems and ensuring compliance with the prescribed standards of drinking water.

To perform any other duties as may be assigned by the Managing Director.

ENGINEER II (ELECTRO-MECHANICAL)

JOB TITLE: Engineer II (Electro-Mechanical)

REPORTS TO: Technical Manager

QUALIFICATIONS:

Holder of a Degree or Advanced Diploma in Mechanical, Electrical,

Electromechanical or equivalent qualifications from recognized institution and registered as graduate

engineer with Engineers Registration Board (ERB) of Tanzania. Computer literate is an added advantage.

DUTIES AND RESPONSIBILITIES:

To carry out regular electrical inspection for all electrical motors and control circuits for all booster stations, prepare reports and submit it to the Technical Manager.

To reduce and record the electricity consumption to all booster stations on next bars,

To coordinate repairing of all reported electrical faults on buildings, machines and equipment.

To carry out inspection and testing for new installed electrical equipment as well as making addition installation to the existing one where necessary.

To advise the Technical Manager on all electrical maintenance matters.

To carry out maintenance and repair of motor vehicle and motor vehicles and motor cycles and heavy plants professionally.

To carry out routine mechanical inspection and service for surface and submersible pumps as per preventive maintenance schedule.

To keep proper housekeeping of motor vehicles, motor cycles and heavy plants.

To perform any other duties' as may be assigned by the Technical Manager.
