The East African Community is a regional intergovernmental organisation comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its Headquarters in Arusha, Tanzania.
The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.

Job reports to: Director, Human Resource and Administration
Job Purpose:
To coordinate the development and implementation of policies and strategies for managing the EAC Library and Information Resource Centre. The jobholder shall establish, develop and manage information, research, documentation and publishing services in the EAC Secretariat Library.
Duties and Responsibilities:
- Develop and Implement policies and strategies for Information and knowledge management, including acquisition, publishing and dissemination of information;
- Establish, and manage an automated Information Resource Centre special that largely supports the activities of EAC as a specialized centre of knowledge on regional integration.
- Develop and implement strategies for information sharing and networking within and among EAC Organs, Institutions and Partner States.
- Develop project proposals, work plans, budgets and monitor implementation of projects and programmes for the Department.
- Develop and maintain the EAC Information Repository, Reports Database, other relevant databases and the Information Resource Centre Web Portal.
- Prepare background papers, progress and annual reports.
- Disseminate EAC information to EAC Organs, Partner States and other stakeholders and develop programs for the exchange of information with Partner States and other regional organizations.
- Coordinate the actives of the Regional Technical Information Working Group (RTIWG) to effectively articulate issues relating to information and knowledge management in EAC.
- Organize Information needs surveys, information management meetings with Partner States.
- Supervise departmental staff work performance and carry out staff performance appraisals as appropriate.
Qualifications and Experience:
A Masters Degree in Library Science/Information Science or equivalent degree from a recognised University/Institution.
Minimum 10 years relevant experience, with at least 5 at Senior level.
Skills and Competencies:
Must be able to provide strategic and leadership to the Library and Documentation team. Must be able to manage diversity, conflict and change; write proposals and conduct research, effectively communicate, and deliver presentation, conceptual, Planning, Negotiation, Networking, Judgment, decision making and analytical skills. Proficiency in Microsoft Applications is necessary.

Education Qualifications:
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State. This condition is applicable for locally and internationally attained qualifications.
All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Relevant Work Experience:
Internship, training and apprenticeship will not be considered as relevant work experience.
Eligibility:
Applicants from all five (5) Partner States are eligible to apply for this position.
Terms and Conditions of Service:
The above position is tenable for a contract of five (5) years renewable once and is subject to the application of the EAC Quota System.
