Context
Under the overall supervision of the Chief of Mission (CoM) and Head of Sub Office in Kigoma, Tanzania and the direct supervision of the Chief Medical Officer in Kigoma the successful candidate will be responsible for the coordination, management, and implementation of the United States Refugee Admissions Programme (USRAP) and other activities related to migration health assessments in Tanzania.
Core Functions / Responsibilities
- Organize, oversee and implement United States Refugee Admissions Program (USRAP)-related health activities performed at the IOM Migration Health Assessment Centre (MHAC) in Kigoma and other resettlement programs, as well as assist Chief Medical Officer Department in clearance of files also it includes collation and consolidation of the data, information and plans around the management and implementation USRAP-related health assessment activities in the region . Participate in mobile missions, and organize pre-departures for USRAP.
- Conduct migration health assessments (MHAs), also called immigration medical examinations, for beneficiaries according to technical requirements of the governments of the donor countries. Supervise and standardize all aspects of the programme including but not limited to fraud prevention, applicant registration, quality radiological services, tuberculosis (TB) investigation and referral for treatment and submission of completed files.
- Establish and maintain quality control/quality assurance procedures which include but are not limited to reviewing chest x-ray films and reports, TB laboratory reports, TB treatment records and liaising with service provider (radiology unit, TB laboratory) on a regular basis.
- Train IOM migration health staff on all relevant technical instructions on migration health assessments and pre-departure medical screening and treatment for countries other than the USA, such as Canada, Australia, UK and New Zealand.
- Conduct MHAs, pre-departure medical screening and treatment for refugees departing Kigoma. Assist the Regional Coordinator (where needed) and the chief medical officer in Kigoma with guidance to external service providers conducting pre-departure medical screening (PDMS).
- Supervise clinical and non-clinical IOM Migration Health Assessments staff to ensure continuous provision of quality migration health services.
- Conduct performance appraisal of both clinical and non-clinical IOM migration health assessments staff using the IOM Staff Evaluation System (SES) and actively identify and promote training needs of the staff.
- Contribute to the country and regional migration health-related programme analysis by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments in the MHAs sector.
- Assist with monitoring the expenses and propose corrective measures in coordination with the mission's Resource Management Officer, the MHD Program Support Office / the Office of the Regional Migration Health Assessment Coordinator.
- Identify opportunities for expanding migration health activities and programmes, including but not limited to informing embassies and consulates of IOM's migration health work and lobby for IOM MHACs becoming panel sites for MHAs, responding to announcements for call of proposals by drafting project concept notes and/or proposals and liaising with United Nations (UN) agencies and Ministry of Health to identify project development opportunities.
- Collaborate closely with the service providers and medical partners including hospitals and with government representatives also conceptualize, develop and implement appropriate public health interventions that may benefit the resettlement process in terms of surveillance, prevention and health education.
- Maintain confidentiality and security of migration health data, contribute to fraud prevention.
- Perform such other duties as may be assigned.

Technical

Required Qualifications and Experience
Education
- University degree in Medicine from an accredited academic institution with at least seven years of professional experience; or
- University degree in Medicine from an accredited academic institution plus Master's Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five years of relevant professional experience.
Experience
- Working experience in the domain of medicine, four years of which is continuous clinical experience (either in clinical set-ups or immigration/resettlement medical examinations or health assessments);
- Experience with team management/ supervision is required, preferably within the context of immigration/resettlement medical examinations;
- Knowledge and experience with the health segment of Unites States Refugees Admission Programme (USRAP);
- Experience in managing health assessment programmes of a significant size, management of resources and personnel within migration health or public health projects;
- Experience in TB or other communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;
- Health sector working experience in Africa, especially in remote settings is an advantage;
- Experience in managing and implementing medical evacuations and escorts is an advantage;
- Experience in liaising with resettlement partners, international organizations, and health services providers is an advantage.
Languages
- Fluency in English is required.
