Policy & Advocacy Manager, East African Community

Position Summary
The Policy & Advocacy Manager will provide policy analysis and writing on development policy issues across the East African Community (Republic of Burundi, Kenya, Rwanda, United Republic of Tanzania, and Republic of Uganda). This role will also support the implementation of the advocacy strategy in these countries, working closely with government officials, NGOs, and other decision makers and opinion formers. The Policy & Advocacy Manager will be based in Tanzania and will report to the Africa Executive Director based in Johannesburg.
Minimum Qualifications
  • Bachelor's degree, preferably in economics, politics, development, or a related field; Master's degree preferred
  • Seven years of work experience in a policy, advocacy, government or campaigns role
  • Three years working in East Africa
  • Excellent knowledge of global development policy issues in East Africa
  • Demonstrable knowledge and understanding of the East African Community's role in development and the wider African political scene
  • Strong understanding of the links between policy, advocacy, campaigning, and media work and of how policy change can be achieved through effective advocacy
  • Excellent verbal and written English communication skills; familiarity with other languages of the African Union desirable
  • Excellent research, writing, and analytical skills
  • Excellent presentation skills, with experience presenting to senior staff and external audiences
  • Ability to synthesize policy documents, identifying relevant key points, facts, and statistics that help explain complicated policy topics to broad audiences in a concise way
  • Ability to work as part of a global team and in a culturally diverse environment
  • Ability to work in a fast-paced environment, with competing priorities and workloads
  • Ability to multi-task with good organisational skills
  • Commitment to ONE's mission and policy priorities
  • Ability to consistently apply good judgment and make good and responsible decisions

Some Duties and Responsibilities
  • Perform general research and policy analysis on ONE's policy work relating to a broad range of development issues, including, but not limited to country budgets, financial transparency and the fight against corruption, global health, and food security
  • Support the implementation of ONE's advocacy and campaigning strategy across the East African Community, engaging with development policy networks and developing/maintaining relationships in that field, including with government officials, politicians, NGOs, and think tanks
  • Prepare documents on specific development issues for a range of audiences including articles for ONE's website, blog posts, and talking points and prepare briefing documents for ONE staff and/or Principals
  • Monitor and keep the Africa and wider ONE team informed of news on development policy across East Africa
  • Provide the East African perspective to ongoing global policy discussions. Work internally across organisational teams to identify and leverage opportunities for policy change on these issues
  • Prepare ONE's positions on key areas of development policy across East Africa and contribute to development of new/emerging policy areas within the Global Policy Team
  • Contribute to ONE's Africa and international reports by providing specific analysis on East African countries, writing parts of the report, and coordinating the production process as required
  • Represent ONE Africa at meetings and conferences on relevant policy topics, as needed
  • Perform other related duties as required
