Since 2008, the World Lung Foundation (WLF) has contributed to the Government of Tanzania’s efforts to reduce maternal and neonatal mortality by improving women’s access to good-quality comprehensive emergency obstetric and neonatal care (CEmONC) through its Tanzania maternal health project.
The project works in three regions (Kigoma, Morogoro and Pwani) supporting 15 health facilities to bring quality CEmONC services to rural, isolated populations. WLF upgrades health centers, strengthens hospitals, trains and mentors assistant medical officers to provide emergency obstetric care including cesarean sections and nurse-midwives/clinical officers to provide anesthesia. The project is now adding a referral component which will contribute to increasing women’s access to CEmONC services in Kigoma.
WLF is seeking a motivated and experienced candidate to join a strong and creative team in the organization in the position described below:
Finance and Administration Manager
Duty Station: Dar es Salaam
Reporting to: Country Director
Purpose of the role:
The primary responsibility of this position will be management of all WLF Tanzania finances, office and staff welfare, including oversight of the Kigoma office. The manager will be the key player in the finance, human resources and administrative management of the organization ensuring smooth operation of the organization. He/she will assure careful and attentive stewardship of these management areas.
Key responsibilities:
Accounting/Finance
• Ensure financial activities are compliant and consistent with WLF financial policies and procedures, as well as with the terms and conditions of any donor agreements.
• Supervise finance operations to ensure accuracy, transparency, timeliness and compliance for all daily transactions, ensure completeness of required files and supporting documentation serving as evidence of transactions and ensure the files are well maintained.
• Provide assistance in the preparation of proposals, prepare annual budgets, institute budget controls and monitor financial performance.
• Oversee the preparation of monthly reconciliations, financial reports including analysis of expenditure against budgets.
• Ensure sound cash management of bank accounts and oversee maintenance of petty cash fund.
• Ensure cash disbursements to staff, consultants and vendors are done in accordance with financial management policies and established approval levels.
• Work with external auditors to facilitate audit review, preparation of annual financial statements and implement audit recommendations.
• Advise the Country Director on matters related to accounting, finance, taxation and on efficiency improvements of organization’s operations.
• Prepare and submit reports and filings in compliance with government laws.
• Supervise finance officer, ensuring his/her responsibilities are well achieved.
Human Resources and Administration
• Manage all human resources related activities including recruitment, compensation, career development, performance measurement, training and personnel affairs.
• Direct and oversee all administration related activities including security, health and safety, preventative and corrective maintenance, office supplies, transportation and logistics.
• Supervise implementation of annual performance exercise, ensure documentations and conduct performance evaluation trainings as needed.
• Manage the human resources planning process to determine organization’s long term staffing needs through discussing the personnel needs with the Country Director and department managers and prepares personnel forecasts to plan employment needs.
• Update administration and personnel systems including HR policies and procedures. Maintain an effective system of HR and administration including accurate personal files and records, leave management and leave records, pension, benefits and statutory schemes registration.
• Ensure HR manuals are distributed to all staff and policies and procedures therein are implemented and followed. Ensure new policies are communicated to staff.
• Ensure that the WLF overall human resources policies, rules, regulations and procedures comply with Tanzania labour and employment laws.
• Assess staff training needs, recommend appropriate training options, facilitate and monitor training activities.
• Supervise the organization’s procurement activities ensuring all procurement are done according to procurement policy.
• Maintain assets register and update it quarterly.
• Oversee the day to day management of office, including supervision of the administration staff.
Education and Experience:
• Graduate in accountancy, business administration and holder of ACCA/CPA (T). Master’s degree in business administration or finance will be an added advantage.
• At least seven years of relevant work experience, three of them in managerial level.
• Experience of working using computerized accounting systems (e.g. SAGE) needed
• Experience of working with international NGOs preferred.

• Strategic planning and project management skills.
• Advanced budget, financial analyses skills
• Advanced knowledge in MS Office programs such as MS Word, Excel, PowerPoint
• Fluent in English and Kiswahili
