CAMRIS is seeking long and short-term experts for an upcoming five-year USAID-funded contract for the Monitoring, Evaluation and Learning Program (MELP) in Tanzania. The purpose of the MELP contract is to provide MEL support services to improve development effectiveness through results achievement. The intention is to strengthen systems, capacity and performance around evidence-based decision-making by USAID/Tanzania and its key stakeholders. It will do so through a focus on: performance monitoring support; performance and impact evaluations; related assessments and research; related capacity strengthening for Mission and stakeholder staff in monitoring and evaluation, data analysis and use; and support for implementing a CLA approach among all involved parties.
Long and short-term experts required to cover a variety of technical sectors and Monitoring, Evaluation and Learning skill areas to implement the scope of the contract. Expertise related to all sectors and themes covered in the CDCS, including but not limited to:
- local governance
- elections
- anti-corruption
- civil society organization strengthening
- HIV/AIDS
- family Planning,
- maternal and child health
- malaria, girls’ education
- early grade reading
- adult/youth literacy
- education systems
- teacher training
- youth empowerment
- irrigation
- energy
- roads
- agriculture (including value chains and horticulture)
- biodiversity
- climate change
- environment, and environmental compliance and impact assessments.
- Required Qualifications:
- Experience in monitoring and evaluation indicator development, data collection and quantitative/statistical analysis, data quality assessments, and/or performance monitoring and reporting.
- Experience working in monitoring and evaluation in developing countries, preferably including experience throughout the ESA region.
- Demonstrated ability to: quickly and effectively assemble and manage a highly‐skilled, interdisciplinary team; interact with and lead a broad range of governmental and non‐governmental actors and institutions across sectors; and implement detailed, organized, timely, accurate M&E
- Experience creating and managing performance monitoring plans and building knowledge management systems.
- Strong written and oral communication and excellent interpersonal skills.
- Mid-level experts require a minimum of a BS/BA with at least 8 years of experience in related field; Minimum years of experience may be supplemented by advanced degrees.
- Senior-level experts require a minimum of a BS/BA with at least 15 years of experience in related field;Minimum years of experience may be supplemented by advanced degrees.
- Demonstrated expertise in designated technical field.
- Previous experience in the ESA region preferred
Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee will be required to travel to USAID/Nepal meetings in a high altitude environment.Travel: Travel throughout the United Republic of Tanzina is expected. Regional or international travel may be required.
