Description
BACKGROUND
· This TA Operation is launched in the context of EIB’s potential investment in a fund to on-lend to micro-finance institutions in rural Africa, and ultimately providing micro-loans for solar energy, irrigation and drinking water technologies.
· The overall objective of the TA Operation is to reinforce the technical expertise needed for the Fund’s investment strategy to be successful especially with regard to MFIs’ capacity
(1) to assess the appropriateness of the technology financed for a specific client segment;
(2) to comply with EIB’s standards, in particular in terms of procurement and of environmental and social risk management;
(3) and to monitor and report on the impact of their financing activities for this particular loan portfolio.
QUALIFICATIONS AND SKILLS
· Internationally recognized graduate degree related to civil/chemical engineering, economic (microfinance);
· Excellent communication and interpersonal skills;
· Fully computer literate.
· Fluent in French and good command English.
GENERAL PROFESSIONAL EXPERIENCE
· Minimum of 10-years of experience in providing project management advice and services in small water supply and/or irrigation related projects;
· Minimum of 5-years of project field implementation experience;
· Good knowledge of the African context, particularly in terms of Operation and Maintenance of water supply and irrigation infrastructure;
SPECIFIC PROFESSIONAL EXPERIENCE
· At least 5 years of experience in implementing projects in water and/or irrigation sanitation in one or more of the following areas: mini-water supply, Microfinance, Mini RE.
· Experience in design and installation of solar powered water systems;
· Experience in microfinance would be considered an asset.
ASSIGNMENT PERIOD
The intended start date is first quarter 2015 and the period of implementation of the contract will be 36 months from this date.
Information on place of assignment:
Activities under the contract shall take place primarily in Africa
