1.0 BACKGROUND
The Public Procurement Regulatory Authority (PPRA) is a regulatory body established under the Public Procurement Act No. 7 of 2011. The Authority is charged with regulatory functions and vested with oversight powers and responsibilities on all public procurement activities of all public bodies in the mainland Tanzania. Objectives of PPRA is to ensure the application of fair, competitive, transparent, non discriminatory and value for money procurement standards and practices, harmonize the procurement systems in Tanzania between the local and central governments, set standards for the public procurement systems in Tanzania, monitor compliance of procuring entities and build procurement capacity in the country.
PPRA is hereby inviting applications from qualified and experienced Tanzanians to fill in the vacant positions described below:-
2.0 TITLE: DIRECTOR OF CAPACITY BUILDING AND ADVISORY SERVICES – 1 POSITION
2.1 Reports to: Chief Executive Officer
2.2 Duties and Responsibilities
The duties and responsibilities of the Director of Capacity Building and Advisory Services shall be to
i) Supervise Managers for Guidelines Development and Dissemination; Research and Documentation and Training and Advisory Services;
ii) Advise the Authority in setting training standards, competence levels, certification requirements and professional development paths for procurement experts in consultation with relevant professional bodies and any other competent authorities;
iii) Advise the Authority in the preparation, updating and issuing authorized versions of the standardized tendering documents, procedural forms and any other attendant documents to procuring entities;
iv) Prepare procurement guidelines on capacity building;
v) Advise the Authority in developing and maintaining policies and operational plan on capacity building, both for institutional and human resources development;
vi) Coordinate the Authority’s efforts of establishing and maintaining institutional linkages with training institutions, local potential providers of training both locally and internationally;
vii) Coordinate and supervise researches and surveys carried out by the Authority on procurement activities both nationally and internationally;
viii) Advise the Authority on a system and a list, which shall be reviewed annually of works, services and supplies in common use by more than one procuring entity which may be subject to common procurement;
ix) Process approvals for deviation for the use of standardized tender documents and procedures;
x) Coordinate advisory activities of the Authority to Central Government, local governments and statutory bodies on all procurement policies, principles and practices;
xi) Coordinate the dissemination and provision of advisory services on the use of standard tender documents to all stakeholders;
xii) Advise the Authority on institutional set up of procuring entities in the country;
xiii) Coordinate training needs, developing and implementing procurement capacity building strategy;
xiv) Maintain a list of approved service providers, suppliers, contractors eligible for preferential treatment for procurement under the PPA;
xv) Manage and document procurement related data collected and generated by the Authority;
xvi) Be in charge in preparation of Divisional budget and monitor and report expenditures thereof;
xvii) Be in charge and monitor progress of Divisional activities and report the same to Management and Board;
xviii) Be in charge and carry out performance appraisal of staff of the Division and report to the Management and Board; and
xix) Perform any other duties assigned by the Chief Executive Officer.
2.3 Qualifications and Experience
2.3.1 Holder of this position must have:-
· Bachelor Degree or Advanced Diploma either in Engineering, Architecture, Law, Materials Management, Procurement and Supply Chain or Logistics, Quantity Surveying, Business Administration or Economic Planning or related fields from accredited institution with proven specialization in procurement or equivalent qualification; plus
· Master’s Degree in similar fields from any accredited higher learning institution;
· Been registered by appropriate professional body for all candidates with professional bodies; and
· Relevant ICT application skills.
2.3.2 Work Experience
Should have a minimum of eight years working experience in managerial or leadership position in a reputable institution out of which five years should be on procurement related activities.
2.4 Salary Scale: PPRA 11
2.5 Terms of Employment: 3 years contract, renewable subject to satisfactory performance and conduct
3.0 TITLE: PUBLIC RELATIONS OFFICER I- 1 POSITION
3.1 Reports to: Manager Public Relations
3.2 Duties and Responsibilities
The duties and responsibilities of Public Relations Officer I shall be to:-
i) Draft stories, articles and other materials for publication on the Tanzania Procurement Journal (TPJ) and to collect and compile manuscript for publication in TPJ;
ii) Analyze and advise on the compiled tender adverts and other adverts for publication on TPJ and the Authority’s tender portal;
iii) Participate in designing of TPJ;
iv) Draft press releases and assist in coordinating press conferences;
v) Maintain photographic records of major events;
vi) Draft replies to general correspondences and queries directed to the Authority;
vii) Distribute the Authority’s brochures, leaflets and other publications to public procurement stakeholders; and
viii) Perform any other duties assigned by the supervisor.
3.3 Qualifications and Experience
3.3.1 Holder of this position must have:-
· Bachelor Degree or Advanced Diploma either in Journalism, Mass Communication, Public Relations, Marketing, Marketing and Advertisement, Business Administration or Social Sciences with a specialization in Marketing, Linguistics, Communication, Public/International Relations, or similar fields from any recognized higher learning institution or equivalent qualification; and
· Computer literacy.

· A certificate in designing and publishing
3.3.2 Work Experience
Should have a minimum of three years working experience in a similar field/profession.

4.0 TITLE: SYSTEMS ANALYST II – 1 POSITION
4.1 Reports to: Manager Systems Development and Maintenance
4.2 Duties and Responsibilities
4.2.1 The duties and responsibilities of Systems Analyst II shall be to:-
i) Compile and document systems and user requirements for the organization;
ii) Analyze system’s entities and processes using proven methods and tools;
iii) Design, program, debug and test applications to meet systems and functional requirement specifications;
iv) Install software, test performance and carry out regular maintenance and reviews to meet optimal standards;
v) Identify security vulnerabilities on all software and implement or propose corrective measures;
vi) Troubleshoot all problems related to software and resolve them or recommend solutions;
vii) Provide support to end users; and
viii) Perform any other duties assigned by the supervisor.
4.3 Qualifications
4.3.1 Holder of this position must have:-
Bachelor Degree or Advanced Diploma in Computer Science, Information Systems, Computer Engineering or related computer studies from any recognized higher learning institution or equivalent qualification.
4.4 Salary Scale: PPRA 5
4.5 Terms of Employment: Pensionable
