Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 189 member National Societies. Organizational Context
The non-profit Global Road Safety Partnership (GRSP) was formed in 1999 and its members are leading multi- and bi-lateral development agencies, governments, businesses and civil society organisations. It is governed through a constitution approved by a Steering Committee of members.
Hosted by the International Federation of the Red Cross and Red Crescent Societies, GRSP creates and supports multi-sector road safety partnerships that are actively engaged with front-line road good practice road safety interventions in many countries around the world, and acts as the Reference Centre for Road Safety for the International Federation and the 187 Red Cross Red Crescent National Societies. Its activities are currently present in some 35 countries, and are growing rapidly.
GRSP also has a role in advocacy and co-ordination at the global level and is a recognised expert source of road safety knowledge and good practice.

Job Purpose
The Senior Assistant must perform complex assignments with a high degree of independence and under minimal supervision.
Job Duties and Responsibilities
Financial Management support to GRSP projects:
- Support the GRSP project managers in structuring and maintaining GRSP projects and activity codes to meet the needs of GRSP governance and management within the framework of the IFRC financial management policies and procedures.
- Support, review and adapt reporting to GRSP governance on GRSP programme financial aspects as necessary.
- Ensure that GRSP activities are consistent with IFRC procedures, work with and support GRSP project managers in application of IFRC financial management policies and procedures.
- Communicate IFRC financial processes and GRSP programme coding structure through the organization, as appropriate. Provide training to GRSP staff on all aspects of GRSP programme financial management as necessary.
- Support GRSP project managers in preparation and revision of budgets, including support in consolidation of inputs from GRSP field based teams in line with the IFRC budget management processes and procedures.
- Support GRSP project managers in preparation, revision and submission of project expenditure approval requests.
- Support revision of GRSP project level budgets and review budgets in relation to GRSP project implementation agreements.
- Support GRSP project managers in preparation of pledges and invoicing in conjunction with finance team.
- Review coding of GRSP programme expenditure on a systematic basis and follow up with finance team on corrections required as necessary.
- Support coding of GRSP programme expenditure prior to submission of payment requests to finance and do follow up on payments.
- Review GRSP’s programme expenditure from field offices and liaise with GRSP and IFRC field based teams to ensure corrections are made as necessary.
- Support GRSP project managers with preparation of standard and non-standard Financial Reports on a timely manner for submission.
- Under supervision of GRSP Chief Executive Officer, act as the GRSP focal point on GRSP programme financial management aspects.
- Assist the GRSP project managers in the follow up of programme financial issues raised by donors, project managers and from within the organisation.
- Work with GRSP administrative team to create or improve tracking systems for contracts and programme implementation agreements.
- Support the GRSP Chief Executive Officer and GRSP project managers during internal and external audit processes.
Specific tasks related to Road Safety Grants Programme:
- Modify and develop GRSP specific processes to ensure sound financial management of grantees are observed as the grants programme develops over time.
- Support the Grants Manager in implementation and application of IFRC financial controls in relation to grantees.
- Support the Grants Manager with review and analysis of grantees budgets selected in the grants programme as part of grant agreement sign-off process.
- Support the assessment process of the financial capability of new grantees selected in the grants programme, including through provision of training and advice to grantees on basic programme financial management.
- Support the Grants Manager in implementation and application of IFRC procedures in relation to working advances with National Societies.
- Support the Grants Manager with review and analysis of National Society expenditure reported through working advance system.
Perform any other task as assigned by the Chief Executive Officer of GRSP or his designated acting person.
Education
Relevant university degree qualification
Qualification in accounting and equivalent - Preferred
Relevant professional training courses (Red Cross / Red Crescent related, humanitarian and development sector management, etc.) - Preferred

Experience
