Responsibilities:
This individual will lead monitoring, evaluation and research for the USAID-funded, 5-year, multi-million dollar HSS project in Tanzania. Availability of position is contingent upon funder approval.
 
Key Responsibilities:
  • Lead monitoring and evaluation and research intervention for the HSS project.
  • Will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities.
  • Primary responsibility for reporting on project outputs and for ensuring quality of interventions at all levels.
  • Assist in coordinating with stakeholders (national, international, and donor) in various phases of the project (from M&E system development to reporting and dissemination) to ensure that the project fulfills its M&E requirements.  This includes working with other entities involved in information systems to ensure the quality of data.
  • Lead the development of work plans for FHI 360’s project and provide guidance and strengthen government’s monitoring and evaluation systems and enhance the knowledge base for cost effectiveness for HSS interventions.
  • Provide technical support in the development and dissemination of data collection tools, materials and reports.
  • Conducts analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Prepares reports and papers summarizing project results.
  • Serve as key contact person to liaise with the FHI HQ Strategic Information division.
  • Provide timely information/data about products, consumer behavior, targets and promotional campaign.
  • Provide guidance, mentorship, analysis and dissemination of research findings from different internal research activities.
  • Write study designs for all surveys conducted by or for FHI360 Tanzania.
  • Advise Staff on field work planning and questionnaire designing for quantitative and qualitative work.
  • Develop and review questionnaires required for data collection.
  • Participate in workshops/meeting and present research findings conducted
Qualifications:
  • BS/BA in public health , demography or related field, and 5-7 years relevant experience in HIV and AIDS, health and development with international development programs working on monitoring, evaluation and research in the public health services
  • And/or MS/MA/MPH in public health ,epidemiology, or biostatistics or related field, and 3-5 years relevant experience in HIV and AIDS, health and development with international development programs managing data intensive programs and designing monitoring and evaluation (M&E) methodologies and tools, with progressively increasing responsibility.
  • Minimum eight years working on monitoring, evaluation and research in the health communication field, managing data intensive programs and designing monitoring and evaluation (M&E) methodologies and tools, with progressively increasing responsibility
  • Demonstrated expertise in the design and implementation of rigorous quantitative and qualitative research studies, rapid appraisals, etc., and methods for data analysis
  • Hands-on practical experience setting up and managing M&E systems for health programs in developing countries, and the ability to coach and train others in their use
  • Knowledge of M&E issues and indicator development for system strengthening/capacity building
  • Ability to build capacity in monitoring, evaluation and research
  • Familiarity with PEPFAR indicators and reporting requirements
  • Excellent report writing, analytical and communication skills, including oral presentation skills
  • Experience in knowledge management and dissemination of research findings
  • Proficiency in SPSS, Excel, Word and other MS Office software.
  • Deep understanding & knowledge of the Tanzanian public health sector particularly the area of HSS
  • Fluency in English required, proficiency in Kiswahilli preferred; and
  • Tanzanian nationals are strongly encouraged to apply
