John Snow, Inc. (JSI), a US-based
technical assistance firm, is implementing various public health-related projects
in Tanzania aimed at strengthening the Ministry of Health and Social Welfare’s
(MOHSW) service delivery, with funding from United States Government through
USAID, CDC and other US agencies represented in Tanzania.
The Supply Chain Management System
(SCMS), MCHIP and USAID|DELIVER PROJECT are implemented under United States
Agent for International Development (USAID) contracts through funding from
United States of America government (USG). These projects managed in Tanzania
by John Snow, Inc. (JSI) provides quality medicines, strengthens and
establishes secure, reliable, cost-effective, and sustainable supply chains,
capable of meeting the prevention, care and treatment needs of people of
Tanzania including those living with and affected by HIV and AIDS.
JSI Tanzania field office seeks to
employ a dynamic and self oriented person to work as M&E Specialist under the guidance of Director
of Performance Management,
the position will be based in our country office in Dar es Salaam .

OVERALL
RESPONSIBILITIES:
To assist in the development and implementation
of country monitoring and evaluation plans. To work with other project staff
in the analysis and interpretation of
data, preparation of results to be presented or submitted to stakeholders and
project management team.
SPECIFIC
RESPONSIBILITIES:
Responsibilities will include, but are not
limited to the following:
- Participate
in or oversee the collection and management of data to monitor project
activities and deliverables through the development and application of
core indicators.
- Develop
M&E study protocols, performance plans, data dictionaries, and data collections
instruments, including background research/study and literature reviews to
gather relevant data for public health country-specific studies and
assessments.
- Facilitate routine M&E activities as
appropriate (e.g. development/adaptation of indicators required to monitor
activities, revision of data collection tools, updating the Performance
Management Plan, collecting project monitoring data for use in preparation
of reports and other publications, data management activities, development
of data quality assurance strategies, routine monitoring of project
activities by linking
achievements with specific work plan activities, preliminary data analysis on data entered
into the system to obtain, etc)
- Plan
and conduct evaluation assessments that determine the significance of
Malaria, Family planning commodities, HIV/AIDS commodities and other
health commodity logistic systems and the effects that logistics have on
public health programs.
- Follow up with appropriate technical personnel to obtain information
required for generating reports to support routine (monthly, quarterly,
annual) project reporting
- Write
reports, presentations, summary dashboards on the research/assessments
conducted and present results to relevant stakeholders.
- Work
closely with the Public health Procurement teams, the MIS team, and the
Public Health Logistics Strengthening technical teams to provide necessary
data/evaluation results, which these teams can use for the development and
dissemination tools about the JSI Tanzania projects and the role of
logistics as it relates to health commodities.
- Collaborate
with other Cooperating Agencies on other activities, as requested.
- Represent
JSI Tanzania at interagency meetings, professional conferences, etc.
- Perform
other duties as may be assigned by the Supervisor or the Country Director.
Knowledge, Skills and Abilities Required
·
Graduate knowledge in public health, logistics,
demography, biostatistics or related field.
·
At least 4 years field experience
·
Experience in monitoring and evaluating of public
health programs, preferably accentuating Malaria, HIV/AIDS and Family planning
logistics and conducting research in practical and appropriate field settings.
·
Data management and analysis skills.
·
Strong skills in statistical software packages
such as SPSS, SAS, Strata and EPI INFO, and the ability to create worksheets,
enter data and complete analysis of data in SPSS, or appropriate software and
present in an appropriate format e.g. Dashboards, charts, graphs etc
·
Proficiency in Microsoft Office, word processing,
spreadsheet, presentation and database management and the ability to learn new
software products.
·
Experience in logistics/supply chain management
and or public health commodities management desirable.
·
Excellent English communication and writing
skills required.
·
Strong interpersonal skills; ability to perform
well in an autonomous working environment (work independently) as well as with
a team.

Ability to prepare and present information
related to Malaria, HIV/AIDS and Reproductive Child Health programs
·
Ability to work in a team environment and to
develop strategies and manage implementation of projects
·
Good teamwork and interpersonal skills with
ability to take initiative.
·
Ability to deal appropriately with sensitive
issues and maintain a high level of confidentiality at all times.
