Sikika seeks to recruit the following candidates for its Dar es Salaam Office with immediate effect:
Job Title: Head of Department (1 post)
Reporting to: Head of Programs
Job Purpose: Advocate for ‘’increased availability and accessibility to quality medicines and medical supplies at all levels of health care delivery’’
Responsibilities
i. Programme delivery & Coordination
• Invest in understanding Social Accountability Monitoring approach (SAM) and using the approach -lead the team at the department level to effectively plan, organize, implement and monitor all activities in the department of Medicines & Supplies as stipulated in the Sikika strategic 2011-2015 plan
• Lead in setting performance targets for the department and for all staff members under the department in order to meet quarterly departmental and organizational targets for all activities in the department of Medicines & Supplies
• Timely coordinate all department reports (both narrative and financial) and contribute to all SIKIKA documentation such as newsletter, rapid responses to matters related to your department etc.
• In coordination and consultation with the Head of Programs, effectively and prudently spend, report and control budgets for all activities under your department
• Take an active role in carrying out evidence-based analyses of quality testing of medicines in the country and subsequently draft critical advocacy interventions
• In coordination with the Head of Programs, represent the department in all coordination activities with other CSOs and attend technical meetings related to delivery of your department
• Actively engage with local government authorities (LGAs, Full Councils) and central government, specifically MoHSW (including TFDA, MSD & PSS) and PMO-RALG on all issues relating to public health planning, budgets, implementation and monitoring with emphasis on Medicines and medical supplies
• Participate in all media activities related to your department
ii. Capacity Building and Staff Development
• Support staff members at department level in developing annual performance objectives and periodically conduct performance reviews and appraisal for each staff member
• Support staff members in identifying their own capacity gaps in delivering the department tasks and coordinate with the HR Manager and Learning Manager (M&E) in mainstreaming identified capacity gaps into SIKIKA learning plan.
• Deal with all grievances and disciplinary issues for all staff in your department and as a member of management assist the same with other employees in view of strengthening conducive working environment at Sikika
• Initiate and participate in the recruitment of staff in your department, if applicable
iii. Programme Development
• In coordination with other Head of Departments, support the Head of Programmes in the process of scaling up the program based on the lessons learned by providing technical advise and establishing linkages with other partners in Sikika’s districts
• Participate in periodic reviews of the program and take an active role in developing and reviewing SIKIKA’s strategic plan and fund raising initiatives
• As a member of management team, advice and support the ED and contribute to Sikika overall conceptualization, planning, and monitoring
• Organize and participate in the implementation of Sikika’s Monitoring and Evaluation Activities (both internal and external)
• Monitoring of department activities according to M&E framework (Outcome mapping)
• Draft various reports as required by head of programs
Qualifications: Masters degree in Social Sciences, Public Health
Requirements for the post
