The East, Central and Southern African Health Community, invites applications for the Post of Director of Finance from suitably qualified persons who are nationals of member states. The ECSA-HC Member states are Kenya, Lesotho, Malawi, Mauritius, Seychelles, South Africa, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
The Organization
The East, Central and Southern African Health Community is a regional intergovernmental organisation set up in 1974 to promote the highest possible standards of health among member countries. It is mandated to foster among member states cooperation that will lead to the strengthening of health care programmes in the region. The Secretariat implements its activities through specific programmes in Family and Reproductive Health; Food Security and Nutrition; Health Systems Development; HIV/AIDS; Human Resources Development & Capacity Building and Research Information and Advocacy. The Operations and Finance Departments support the core programmes of the Health Community.
Broad Purpose of the Job
The Director of Finance supports the efforts of the organisation in the mobilization of resources and their accountable and efficient use through leading the Resource Mobilization Team (RMT), preparing consolidated budgets and controlling expenditure through implementation of financial systems that meet statutory reporting requirements that meet International Best Practices in Accounting.
Specific Duties
a. Provide leadership for the Resource Mobilization Team (RMT)
b. Provide leadership in the preparation of financial plans and budgets for resource mobilisation proposals.
c. Provide leadership in the establishment of financial policies and procedures for the organisation.
d. Manage the financial resources of the organisation by preparing financial plans, consolidated budget and activity budgets and controlling actual expenditure against the plans/budgets.
e. Ensure timely and accurate reporting of management accounts and reports to Management on monthly, quarterly and annual basis.
f. Liaise with programme Managers and support them to prepare budgets to support
proposals for funding ECSA-HC programmes.
g. Ensure that adequate internal financial controls are in place and operating as required to limit unplanned expenditure and over-expenditure.
h. Ensure that financial statements/reports are prepared on time for submission to internal and external auditors.
i. Manage the ECSA-HC payroll to ensure that all staff are paid promptly and accurately.
j. In collaboration with the Director of Operations and Institutional Development, ensure that staff records and payroll are regularly reconciled.
k. Monitor the investments patifolio of ECSA and provide information to management on the best investment opportunities.
Education, professional qualifications and relevant working experience
The jobholder should have a Bachelor of Commerce or Accounting Degree and qualified as a Chartered Accountant (CA), Certified Public Accountant (CPA) or holder of a Masters Degree in Commerce Accounting or Finance. A PhD will be an added advantage. In addition, the jobholder will have at least five (5) years' experience working in an international organisation or the public sector.
Skills required
The jobholder should have good financial management, writing and analytical skills. In addition, the jobholder should have skills in management systems evaluation and design and conversant with computer based accounting applications as well as Microsoft Office applications.
The Job holder should have proven experience in fundraising and resource mobilisation.
Remuneration Package
An attractive remuneration package will be offered to the right candidate. The package details may be obtained on request from the Principal/Permanent Secretary, Ministry of Health or the Director General, ECSA Health Community, Arusha.
Contract Appointment
This is a three-year contract appointment, renewable once by mutual consent on the part of the employer and the employee.
