Position Title: Program Manager, Conflict Prevention Management & Resolution (PM/CPMR)

Under the overall guidance of the Director of Peace and Security Division the PM, Conflict Prevention Management & Resolution will work closely with other members of the division in providing high-quality technical assistance for the development of conflict prevention initiatives at the regional level, and for the development of “best practices” and knowledge products to aid the work. Where appropriate, she/he will liaise and coordinate, under the overall direction of the Director of Peace and Security with Member States and with partners to build Regional/National Capacities for Conflict Prevention, Management and Resolution
DUTIES AND RESPONSIBILITIES:
The incumbent shall be responsible to:
• Provide policy advice and technical/programmatic support to the Division of Peace and Security, focusing on the achievement of support for the development of conflict prevention & peace building programmes; technical assistance for the implementation of conflict prevention initiatives ;
• Facilitate and support the efforts of IGAD Policy Organs with regard to conflict prevention, management and resolution;
• In consultation with Member States, develop mechanisms for conflict prevention, management and resolution;
• Provide assistance towards political dialogue amongst Member States;
• Gather and share information among Member States with regard to potential sources of conflict;
• Liaise with the African Union and other international organizations for conflict avoidance and mitigation.
• Play an advocacy role with Member States on mechanisms for conflict resolution and their use thereof;
• Formulate program and project proposals in the area of conflict prevention, management and resolution;
• Develop fundraising activities for the program under the overall guidance of the division of Peace and Security;
• Set up and maintain relevant developments in the area of conflict prevention and management;
• Effectively communication with key partners, including donors/partners and Member states to get their methods and approaches in conflict prevention and management;
• Engage the media effectively and sustainably to prevent conflict at the grass roots level

• Demonstrate and safeguard ethics and Integrity and act in accordance with the standard of conduct for international civil servants ethics and IGAD values
• Facilitate and encourage open communication in the team, communicate effectively ,team player

• Foster a positive outlook and maintain focus during period of stress and heavy work load, inspire and guide others towards goal achievement
• make decisions in a transparent manner;
Required Skills and Experience
Education:
• A minimum of a Master’s degree or equivalent in one of the following, or related, fields: conflict resolution, development studies, political science or international relations
• Familiarity with diplomatic practices and of key issues ;the relations between IGAD Member States is essential,
• post-graduate training in International Law, Politics or Diplomacy, will be an added advantage
• Experience in a similar position is an advantage
• Knowledge of security threats in the region is desirable;
• Knowledge of the history of conflict in the region and a grasp of IGAD Region’s strategic location and its resources will be an added advantage
• Computer literacy is essential
Experience:
• At least ten (10) years of relevant work experience with Regional or international organization in development, democratic governance, conflict prevention, conflict resolution and/or peace building, including relevant field experience in conflict and post-crisis settings;
Language Requirements:
Fluency in one of the working languages (English/French) is required. Proficiency in the other is an added advantage.
REMUNERATION:
US $ 33,750 per annum plus other benefits
