Water and Climate Development Programme (WACDEP) Manager

1.0 INTRODUCTION
The Global Water Partnership (GWP) is an Intergovernmental Organization whose mission is to support the sustainable development and management of water resources. GWP consists of a Secretariat based in Stockholm, Sweden (GWPO), as well as 13 Regional Water Partnerships and 80 Country Water Partnerships that include more than 2,400 Partners in 158 countries.
GWP, with financial support from the Department for International Development (DfID) and other donors, is embarking on a Water and Climate Programme (WCP) across multiple regions of the world. The overall goal of GWP’s Water and Climate Programme is to achieve higher level s of water security and climate resilience in selected regions. Annex 1 provides GWP’s WCP global results framework.
GWP Southeast Asia (GWP SEA) is thus seeking to further develop a program – the WAter and Climate DEvelopment Programme (WACDEP) – for Southeast Asia. Development and implementation will build on work already initiated, and will be in close coordination with GWP’s Country Water Partnerships (CWPs) in Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Vietnam. The work is also expected to be guided by the “Asia-Pacific Meta Guidelines on Water and Climate Change Adaptation” that are to be released at the Asia Pacific Water Summit in May 2013.
A highly qualified Program Manager will be essential to WACDEP’s successful development and implementation.
2.0 OBJECTIVE
GWP-SEA is seeking to recruit an experienced Program Manager (PM) to develop and manage a new WAter and Climate Development Program (WACDEP) that covers the countries of Cambodia, Indonesia, Laos PDR, Malaysia, Myanmar, Philippines, Thailand, and Vietnam. The position is open to Indonesian nationals, as well as citizens from other countries who have established the right to live and work in Indonesia.The position will be based in Jakarta, Indonesia. The PM will begin duties ASAP, and the position is expected to last until March 31, 2015 (with possible further extension).
2.1 Specific Tasks
Within the overall Objective, and in close coordination with the Regional Coordinator (GWP SEA) and Network Officer (GWPO), the PM will undertake the following tasks:
i. Design Phase (Months 0-4)
a. Workplan – 1 month. Prepare a Workplan - within 1 month of commencing duties - that provides details (e.g., methodology, proposed activities, international & local consultant expertise required, budget) of how the WACDEP Inception Phase will be conducted. The Workplan will be subject to approval and modification by GWPO and GWP SEA.
b. Lead Design Phase – Months 2-4. Prepare a comprehensive Project Implementation Plan (PIP), by leading a Design Phase (including recruitment and management of any required consultant expertise) to develop/ design a comprehensive GWP WACDEP Program. The PIP will present a coherent, integrated design that reflects internationally recognized best practices, national/ regional government policies/ strategies, and local needs. The PIP will identify: i) priority activities/ results that can be realistically completed by Jan.1, 2015 within an indicative budget of approximately 500,000 Euros; ii) a broader long-term Program for which additional donor funding can be sought. An indicative PIP Table of Contents is included in Annex 2 of these TORs.
ii. Implementation Phase (Months 5 – Jan. 1, 2015)
Manage/ coordinate implementation of WACDEP, including the following tasks:
a. Ensure close coordination with GWP’s Southeast Asia Country Water Partnerships (CWPs).
b. Develop and maintain key strategic partnerships with government and non-government stakeholders at the national and regional level to facilitate WACDEP implementation.
c. Monitor budgets associated with the programme and ensure proper financial management and accountability.
d. Conduct monitoring and evaluation of the programme, including maintaining up-to-date records and collecting and analyzing data on programme impact.
e. Prepare progress reports.
f. Undertake fund-raising for the programme including the preparation and submission of proposals to relevant donor agencies and funds.
g. Coordinate involvement of relevant Partners and advisory/management committees in the implementation of activities.
h. Ensure an appropriate communication framework is in place for enhancing visibility, awareness building and knowledge dissemination.
i. Coordinate knowledge management of outcomes related to the WACDEP ensuring documentation of good practices and lessons learned.
j. Ensure synergies and linkages with GWP-SEA’s mandate, objectives and work programme.
iii. Project Closure/ Continuation Phase (post Jan.1, 2015)
a. If further funding is not obtained, the PM will be responsible for ensuring smooth termination of all activities, preparing all final progress reports, financial reports, and other documentation required by GWP and its WACDEP donors. All reporting will need to be completed by March 31, 2015.
b. GWP is confident that a well designed Programme will result in further donor funding. If fundraising activities are successful, the PM will be responsible for ensuring continuity between terminating-new funding arrangements, leading such efforts, as well as preparing any/all necessary progress and financial reports.
3.0 DELIVERABLES
I. Draft Design Phase Workplan within 30 days of beginning duties. Final Workplan within 5 days of GWP review and comments.
II. Draft international caliber Project Implementation Plan within 3 months of Workplan approval. Final PIP within 10 days of GWP review and comments.
III. Progress and Financial reports according to a timetable and framework to be identified in the PIP.
All reports must be completed in English. English translation/ editing services may be hired as necessary.
4.0 ACCOUNTABILITY
The PM will report on a day-to-day basis to the GWP-SEA Regional Coordinator, but will also be required to support the programmatic team at GWPO, Stockholm. Performance evaluations will be done jointly by GWPO and GWP-SEA.
5.0. QUALIFICATIONS AND EXPERIENCE
Required:
• Advanced degree (Masters degree and above) in any or a combination of the following fields: natural science, environmental science, water management, economics, climate change, development studies, social sciences, engineering or any equivalent educational background.
• Strong command of English.
• Minimum ten (10) years post qualification experience, including five (5) years in the management/ coordination of internationally funded water/ natural resource/ environmental management projects.
• Demonstrated experience in project development and project monitoring & evaluation.
• Proven ability to operate in a multi-cultural environment and to interact positively with a wide range of stakeholders within a regional and multi-government context.
Desired:
• Experience in other ASEAN countries, particularly in water/ natural resource management and/ or climate change fields.
• Experience in managing climate change adaptation projects at local, national and regional levels including familiarity with key concepts and tools for climate change adaptation.
• Experience working with Indonesian climate change institutions/ stakeholders, such as DNPI, ASEAN Secretariat, LH.
• Experience at living and working at both the national and local levels, and in both urban and rural areas.
6.0 DURATION, LOCATION, SALARY
The successful candidate will commence duties ASAP (preferably in July 2013), until March 31, 2015, and be based in Jakarta, Indonesia. Contract extension is subject to performance and the availability of funds. Salary will be commensurate with skills and qualifications, and guided by the Kementerian Pekerjaan Umum salary structure for senior national professionals. GWP will cover relocation costs (including family transportation and shipment of household goods) for the successful candidate should s/he not currently reside in Jakarta.
