JOB SUMMARY:


USAIDs headquarters is centrally located in downtown Washington, DC, at the prestigious Ronald Reagan Building and International Trade Center on 14th and Pennsylvania Avenue N.W. We are located right on the Federal Triangle Metro (Blue and Orange Lines). The office is within walking distance of restaurants, shops, Smithsonian Institution museums and Washington Monument.


This position is located in the Bureau for Management, Administrative Management Division (M/MPBP/AMD). 

The incumbent leads a team of adminstrative officers, budget analysts and others that provide a full range of resources management actvities. Supervises a group of employees performing work at grades GS-9 through GS-14.  Provides adminstrative and technical supervision necessary for accomplishing the work of the office.

DUTIES:



As a Management & Program Analyst, you will perform the following duties:Perform the administrative and human resource management functions relative to the staff supervised;serve as an expert in budgeting and financial management for the Bureau. Responsible for the development, presentation, and execution of the Bureau’s operating expense budget;manage and oversee all aspects of the Manage to Budget process;advise high-level officials on all aspects of human resources management activities;maintains continuous liaison with the human resources office and manages costs to ensure the maximum use of funding resources for agency programs;implement and develop Bureau policies and executes operational strategies that effectively cut across various organizational units of the Bureau and address resource allocations and constraints associated with the programmatic needs of the M Bureau;establish guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system;observe workers’ performance; demonstrates and conducts work performance critiques;provide informal feedback and periodically evaluates employee performance;serve as technical expert, exercising independence and political judgment in developing and maintaining relationships with various stakeholders in USAID and other Federal agencies;creates processes by which the organization pursues collaborative arrangements and relationships with customers.


QUALIFICATIONS REQUIRED:


GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level to be considered for the GS-15. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience for this position includes: managing an organization/unit which has complex and broad administrative and budget functional responsibilities;drafting budget justification and presentation;coordinating budget formulation and execution processes within a dynamic environment.   


Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade/s advertised on this vacancy announcement. 

HOW YOU WILL BE EVALUATED:


We use a multi-step process to evaluate and refer applicants: Qualified applicants receive a score of 70 to 100. You will be rated on your qualifications for this position as evidences by the work experience, and training you report on relative to this positions that show the degree to which you possess the Competencies listed on this vacancy announcement.  USAID must be able to conduct reference checks as part of its assessment process.  Applicants who do not permit reference checked from previous employers may be disqualified.
