1. Job Summary
The ICPALD Monitoring and Evaluation Expert (ICPALD – M&E) will support the management and technical teams of the IGAD Center for Pastoral Areas and Livestock Development (ICPALD) to ensure the successful delivery of the various programs /projects as a whole against performance measures. The position will involve the design and management of monitoring activities and making contributions to the preparation of documents, proposals and reports. The post will involve direct contact with projects/programs and Member states on M & E issues.
2. Core Duties and Responsibilities
• In collaboration with AU-IBAR and other implementing partners design and update the M and E system for initiatives / projects / programmes in Animal Health, Production and Marketing
• Collate project monitoring data, analyze and produce reports as per the requirements of initiatives / projects / programmes in Animal Health, Production and Marketing
• Design and update ICPALD/IGAD M&E systems and reporting templates for various categories such as proposals, progress reports and final reports
• Coordinate and ensure the maintenance of all M&E reporting and data management systems across all ICPALD programs/projects
• Collate project monitoring data, analyze and produce reports as per the requirements of ICPALD, IGAD, Member States and development partners
• Undertake case studies on lessons learnt from measurement of impact, sectoral/thematic issues and analysis of actions of initiatives / projects / programmes in Animal Health, Production and Marketing
• In collaboration with the various programs of ICPALD, support preparations for events and workshops and carry out dissemination of publications as appropriate.
• Undertake any reasonable tasks, within his/her field of activity that the ICPALD Coordinator may entrust him/her
3. Qualifications and experience required
• University degree in Statistics or the Social Sciences or relevant biological sciences
• Post graduate degree in M &E
• At least 5 years of experience in the field in M and E in the productive sector - agriculture livestock, fisheries or range management
Language requirements: Fluency in English and working knowledge of the French
Tenure: The initial appointment will be for twelve calendar months renewable subject to performance and availability of funds.
