HYGIENE PROMOTION CONSULTANT
Terms of Reference Introduction: CARE Somalia is seeking to hire a consultant or consultancy firm to conduct a training of trainers (ToTs) for 64 village hygiene promoters for rural communities in 16 villages in Karkaar, Nugaal and Mudug regions of Puntland state of Somalia. These trainings are meant to equip these village hygiene promoters with PHAST and CHAST tools for them to in turn train communities in 16 target locations covered by CARE – EC basic WASH project. In addition the consultant will also; (i) support the development / assembly of hygiene promotion materials / messages with MoH and CARE staff, (ii) contribute to the development hygiene promotion messages for mass media (local FM radios), and messages /drama, puppets, etc. for schools. The objective of the training is to enable participants understand the PHAST and CHAST participatory approach that will assist them to critically analyze and reflect on their current hygiene and sanitation conditions in order to make a significant change in their practices, behaviors and attitudes, hence improving their health and living conditions. Specific objectives include; (i). To enable participants acquire knowledge and practical skills in the use of participatory hygiene promotion tools such as PHAST and CHAST tools so as avail hygiene experts at village level to reduce/eliminate water and sanitation related diseases (ii). Entrench good hygiene practices among residents in 16 target locations including women, aged, persons with disability, and school-going children, and engage them with messages of Hygiene education (HE) through drama or puppets, and radios. (iii). To provide the participants with methods that support water safety regimes for enhanced operation and maintenance village water and sanitation facilities for their respective communities. (iv). Define indicators for assessing impact of hygiene and sanitation interventions in the target locations (v). Develop appropriate hygiene and sanitation action plans for implementation in target areas Scope of Work. The scope of work entails training 64 village hygiene promoters on PHAST and CHAST methodologies for 16 villages /small towns in 4 districts (refer to summary table in page 1 above). This assignment comprises (i) 2no. ToT workshops (7 days each) covering PHAST and CHAST, (ii) development of 6 sets of hygiene promotion materials in collaboration with CARE and MoH of Puntland State, and (iii) development hygiene promotion messages for mass media (local FM radios) covering various facets of house hold (HH) and community hygiene pattern including safe disposal of excreta and maintenance of latrines, hand washing, house hold (HH) water quality, safe disposal of HH solid waste, among others. Qualifications of the Consultant o The consultant(s) shall be a sanitation Engineer, or social scientist with at least BA degree or equivalent from a recognized University. o The selected consultant / consultancy firm needs to have a track record of at least five (5) years’ solid experience in WASH engagements and related linkages in the context of ASALs and / or conflict – pruned settings Specific Deliverables In reference to the scope of work above, the consultant is expected to lead and accomplish the following: (i). Inception report and presentation. An inception report showing engagement methodology summarizing desktop review, objectives, methodology, and field visit anticipated /probable implementation challenges and risks, workshop organization and time table etc iii) Final report (English). The report will include details of the trainings, hygiene promotion material and radio messages, community action plan etc. with key recommendations for community engagements in the three facets of WASH. Timeframe The assignment will be conducted in the time frame of three weeks, tentatively within March 2013.
