Job Description	Recruitment notice for the Regional Rusumo Falls Hydroelectric Project Position: Project Manager (Re-advertisement) Within the Nile Basin Initiative (NBI) framework, the Governments of Burundi, Rwanda and Tanzania have received a Project Preparation Advances from the World Bank for pre-construction activities of the Regional Rusumo Falls Hydro-Electric Project (RRFP), conceived as part of the Nile Equatorial Lakes Subsidiary Action Program (NELSAP). The Regional Rusumo Falls Hydroelectric Project aims to generate 80 MW to be shared between the three Governments and to promote development of the project area. The preparation phase is coming to an end and the project is now moving to the implementation phase. A special purpose vehicle (SPV) will be established by the three governments to oversee the implementation and operation of the project. NELSAP is now in the course of establishing the team that will be in charge of the implementation of the project.  The Project Manager will occupy a key position in this team with responsibility for its operations across a broad spectrum of activities. 1.    Functions and Responsibilities NELSAP/SPV is seeking to appoint an experienced international hydropower engineer who will serve as Project Manager (PM) for the RRFP. He will be the head of the project management team tasked with the responsibility of the overall management of the Rusumo Falls project on behalf of the NELSAP/SPV.  The Project Manager will report to the Heads of NELSAP/ SPV. He will be supported by a core team comprising a Lead Environmental and Social Specialist, an Environment Management Officer, a Social / Resettlement Officer, a Communication Officer, a Financial Officer and a Team of two or three engineers together with secretarial and administrative staff. 2.    Scope of Services a)    Overall direction of team undertaking management of the Rusumo Falls Hydro-electric Project on behalf of NELSAP/SPV. b)    Supervision and co-ordination of various Consultants contracted to NELSAP/ SPV in connection with the RRFP. c)    Management, with support of the Owner\'s Engineer, of the main construction contracts for RRFP. d)    Co-ordination, with support of the Owner\'s Engineer, of various contracts for transmission lines associated with the RRFP. e)    Co-ordination, with support of the Owner\'s Engineer, of the RAP and ESMP activities. f)    Chairing regular monthly meetings with the Owner\'s Engineer and Contractors, and attending or chairing other meetings as necessary. g)    Regular reporting to SPV shareholders. h)    Certifying of all payments made in relation to the IDA Credit and loans from other funding agencies in relation to the project. i)    Liaison with funding agencies at Officer level. j)    Maintaining records of disbursements and the status of all loans. k)    Process tender evaluations and contract awards through authorities as outlined in NELSAP and World Bank guidelines. l)    Monitor and report the Project Implementation Plan through Quarterly Reports to all Agencies. m)    Prepare a communication strategy and advise NELSAP/SPV of key messages that need to be conveyed to the public. n)    Prepare press releases and other material for publication as necessary to support NELSAP/SPV. o)    Liaise with SPV Shareholders and involved agencies to ensure that the RAP and ESMP are conducted smoothly and efficiently and conform to the required programme for implementation. p)    Liaise with all stakeholders and, with the assistance of the Owner\'s Engineer, co-ordinate all activities in connection with reservoir impoundment and commissioning of the RRFP.
Qualifications	•A BSc. Honours degree in Engineering with a minimum of 15 years broad international experience in hydropower development including substantial experience in managing actual implementation of hydro projects on the site and in office as well as the contract supervision. A post graduate qualification in an appropriate engineering discipline or management would be advantageous. •Experience should have already been obtained in a previously held position as the Project Manager for implementation of a similar or larger hydropower project including tunnelling, with demonstrable evidence of relevant experience at a senior level on at least two other projects. Experience of trans-boundary projects would be advantageous, as would experience of the procurement and monitoring procedures of multilateral funding agencies such as the World Bank.
