SUMMARY OF POSITION IREX seeks a Nairobi-based Finance Manager for a larger civil society development project that aims to build the capacity of youth organizations in marginalized regions of Sudan. The program focuses on the role of youth in promoting peace and reconciliation. It also involves opportunities to employ traditional and new media to address issues underlying conflict.

The Finance Manager will be an integral team member of the program staff and will be responsible for managing all aspects of IREX’s financial activities on the CSDY program including financial planning and reporting, budgeting, cash flow management, and ensuring that the organization’s accounting procedures conform to generally accepted accounting principles.

RESPONSIBILITIES: • Manage IREX’s program finances at a high professional and technical level; • Assure that the program meets all IREX, USAID and Government of Kenya requirements relative to USAID funds accountability and operations within Kenya; • Ensure that accurate financial information is provided in a timely manner; • Coordinate his/her activities with the Director of Finance and Grants Officer; • Negotiate agreements with subcontractors, and provide financial managing and monitoring of agreements; ensure that all procurement is in compliance with U.S. government regulations • Ensure effective use of funds only for purposes described in the program design and budget; • Prepare monthly financial reports for donor and IREX/HQ as required; • Ensure compliance of financial reporting with Kenyan and international standards; • Participate in financial planning for the program; • Follow IREX’s financial policies and procedures; • Prepare annual audit documentation as requested; • Travel to Khartoum if necessary; and • Perform other tasks within the program's scope of activities, as instructed by management.

QUALIFICATIONS Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to meet deadlines and work in stressful situations. Other specific qualifications should include at a minimum: • Five or more years of responsible work as a financial manager, grants manager or controller preferred • At least Bachelor's degree education in Accounting, Business Administration, or Finance; graduate degree preferred; • Experience providing finance and grants management for USAID programs strongly preferred; prior experience in finance and grants management for international organizations or donors required • Strong interpersonal skills, ability to interact effectively with partners, donors and other relevant stakeholders and personnel associated with this program; • Excellent computer skills and knowledge of accounting software; • Highly detail-oriented, organized, and able to handle multiple projects at once; and, • Professional proficiency in English required; proficiency in Arabic preferred.
