PURPOSE OF POSITION:
Facilitate program development and resource acquisition with high standards of appropriateness, timeliness, and effectiveness. Ensure that grants are managed effectively through appropriate, timely and detailed communication with key stakeholders. Coordinate, encourage and facilitate the documentation of promising practices and lessons learned. Ensure that donor visits are strategic, well timed and smoothly executed and managed.
PRIMARY DUTIES/RESPONSIBILITIES
a. STRATEGY DEVELOPMENT
- Support the development and implementation of the ARC Somalia and the Resource Acquisition strategies
- Assist in developing and managing the proposal development calendar for ARC Somalia. Coordinate timely and strategic response to proposal development
b. EXTERNAL ENGAGEMENT
- Represent ARC Somalia at national level coordination meetings with donors, stakeholders, INGOs, local organizations, and high level government officials.
- Assist in coordinating ARC Somalia participation in key donor and coordination meetings
- Support the development and maintenance of solid working relationships with major (government/private) donors including ECHO, USAID, OFDA, UNHCR, UNICEF, UNDP, CIDA, FAO.
- Maintain ARC Somalia master list of stakeholder contact information and update regularly
c. RESOURCE ACQUISITION
- Pre-proposal/opportunity tracking:
- Support research and trend analysis to ensure that ARC Somalia is proactive rather than reactive in its fundraising strategies and donor engagement
- Present funding ideas and concepts to appropriate stakeholders and donors
- Gather and share intelligence for individual sector opportunities; a) develop key understanding of sector strategies by donor, b) follow up on specific sectoral procurement opportunities.
- Proposal development:
- Lead the acquisition process for assigned proposals, ensuring timely submission, managing all components of the process and, including but not limited to the following:
- Support designated proposal manager, ensuring support/engagement of technical sector specialists, grant finance officer, etc. as needed.
- Post-submission:
- Follow up with donor(s) and partner(s) as necessary.
- For awarded grants, ensure complete, smooth transition to project officer, which includes actively supporting grant start up process.
- If proposal is denied, ensure debrief from donor and disseminate lessons learned to all relevant parties
d. GRANT MANAGEMENT
- Grant Start-Up
- Develop guidelines for grant start up workshops
- Coordinate grant start-up with HQ, partner, and other key stakeholders.
- Ensure all involved staff have copies of approved program design and that they understand donor regulations, reporting and other requirements
- Communicate outcomes of grant start-up to the donor and internal stakeholders
- Grant Implementation
- Upon grant award, facilitate initial procurement requisitions
- Provide grant management assistance to the field as needed including drafting, editing and collecting data.
- Assist with on time submission to donors of high quality reports
- Provide regular program updates to HQ and other donors
- Information Management:
- Ensure the record keeping of all essential communication and documentation from pre-proposal to grant closeout.
- Develop and manage system for tracking the grant pipeline and implementation rates (burn rates) of grants.
KNOWLEDGE, SKILLS AND ABILITIES:
The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:
- Bachelor of Arts (B.A.) or Bachelor of Science (B.S.) required, graduate degree preferred.
- Background in international development and/or humanitarian assistance.
- Must be able represent ARC Sudan to major program partners, in a highly professional manner.
- Native fluency in written and spoken English.
- Excellent oral and written communications skills.
- Highly motivated self-starter who takes direction well, but also works independently.
- Demonstrated ability to work in a fast-paced environment, effectively managing multiple priorities.
- Prior experience working in Africa desirable.
- Extremely flexible with the ability to cope with stressful situations.
- Cultural sensitivity and ability to work and live with multi-national staff.
- Computer knowledge including Word, Excel, Outlook and Power Point.
