Objectives
The Transport and ICT Department (OITC) provides assistance to the Bank Regional Member Countries (RMCs) in the form of loans and grants to finance transport and ICT projects and programs. The Department also undertakes analytical and advisory activities to underpin lending programs and support policy dialogue with RMCs to formulate and implement transport, ICT, and urban development sector reforms ensuring that best practices are mainstreamed in policy, planning, programming, institutional governance, and maintenance and operation.
Duties and responsibilities
Under the general leadership of the Vice President for Infrastructure, Private Sector and Regional Integration, the Director, OITC will perform the following duties and responsibilities:
- Provides overall leadership for the Bank’s strategies in transport, ICT, and urban development and leads policy dialogue and discussions with RMC Governments, and other development partners;
- Provide overall leadership for policy dialogue with RMCs to advance policy and institutional reforms in the transport and ICT sectors, especially in the areas of Planning and Programming, network development, asset management/maintenance, and Private Sector Participation;
- Assist countries/regions carry out analytical and sector work, access latest development thinking on sector issues, develop Monitoring and Evaluation capacity at sector level and identify and design projects that are consistent with the Mandate given to the Bank in Pan African initiatives;
- Leads and coordinate the development of robust pipeline of projects, programs and analytical work through identification and preparation activities;
- Provides overall leadership for the preparation and delivery of the department’s lending program, and ensure timely appraisal and approval of projects and programs;
- Coordinate the supervision and implementation of projects and programs and monitor and ensure the overall performance of the department’s project portfolio, operational effectiveness, and development impact;
- Maintains and develop partnerships with development partners, think tanks, research institutions and civil society organizations operating in transport, ICT, and urban development; and promote collaborative initiatives including co-financing of projects with partner institutions;
- In liaison with the Operations Policy and Compliance and other relevant departments, develop innovative approaches to policies and strategies relating to transport, ICT, and urban development and take the lead in their implementation;
- Ensure that the recruitment, deployment and training of professional staff within the department maintains a mix and level of skills appropriate to the evolving operational needs of the Bank;
- Maximise synergies that exist between Transport and ICT, Private Sector and Regional Integration departments to enhance the Bank’s competitive advantage in the execution of its mandate;
- Develops the Department’s business plans and objectives, identifying activities and assessing the resources required to implement the plans with the assistance of 3 Division Chiefs;
- Leads high level missions to RMCs and represents senior management at international and regional conferences.
Selection Criteria
Including desirable skills, knowledge and experience
- A minimum of a Master’s degree in Civil Engineering, Transportation Engineering, or other related infrastructure discipline;A minimum of 10 years of extensive and progressive experience in transport infrastructure development in an international organization, with preferably 5 years at a managerial level;
- Strong technical, operational, and managerial skills as evidenced in a proven track record in the delivery of Bank operations (or similar type of operations outside the Bank) in one or more areas of the transport sector, and demonstrated analytical capacity to integrate governance considerations and institutional strengthening measures and initiatives into the broad range of transport sector issues;
- Demonstrated ability to lead sector dialogue with proven experience in providing quality policy and project advice at high levels to national governments on infrastructure issues;
- Knowledge of broader transport policy issues (public sector reform, public finance, private sector participation, regulation) with the ability to place projects in their institutional and development context;
- Strategic mindset; strong capacity to analyze actions from the perspectives of stakeholders and translate strategic thinking into compelling plans of action and to take prudent business risks to make effective, timely, and well-thought decisions;
- Evidence of ability to build and lead motivated and committed teams across functional boundaries, and utilize talent and expertise of team members in a productive way;
- Demonstrated ability to present and win support for ideas; a good listener; and cultural sensitivity, commitment to diversity and capacity to initiate and manage innovations and change;
- Ability to build partnership with a broad range of clients and deliver results that meet the needs and long-term interests of clients within and outside the institution;
- High level of computer literacy and competence in the use of Bank standard software (Word, Excel, Access, and PowerPoint);
- Excellent written and verbal communications in English and/or French with a working knowledge of the other language.
