- BACKGROUND UNODC Office for Pakistan (COPAK) has put in place a number of systems and databases to capture data. This data is used to inform a Monitoring and Evaluation (M&E) structure for all activities across the office. There is a high level of data available but it is spread among multiple locations and formats such as hard drives, excel sheets, printed reports, e-mails and other types of storage. Other data resides with other departments and organizations such as UN Agencies, NGO’s, government agencies and specialized ministerial departments. Both types of data are required to inform the M&E System. During 2012 COPAK finalized a wide-ranging exercise to compile all data sources into a single repository. This data repository (SmartSheet) is now populated with multiple data streams which are used for GIS mapping, graphical visualization and trend analysis. The consultancy will provide COPAK with technical inputs to create GIS outputs and data visualization products.
- MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK. The objective of the consultancy is to create data-fed products including GIS interface (internal and external), data visualization portals and mobile applications. The consultancy has 7 key deliverables: Package 1 “Launch Dynamic Maps Web Portal (internal)” – Timeframe Feb 15 – Mar 15
- On the basis work completed in 2012, the consultancy will produce a improved GIS web portal (via WordPress) for the internal use of COPAK.
- The portal will include multiple features including: cross-thematic referencing, user-generated content (UGC), multiple-map overlays and off-line resources.

Package 4 “Provide New Features for Dynamic Maps Web Portal” – Timeframe March 1 – July 30 8. On a monthly basis (starting March) the consultant will provide technical advice for the launch of features that increase the utility of GIS data.
Package 5 “Provide New Features for Data-visualization Portal” – Timeframe March 1 – July 30 9. On a monthly basis (starting March) the consultant will provide technical advice for the launch of improved data visualization.
Package 6 “Develop Mobile apps for GIS and Data Visualization” – Timeframe May 1 – Aug 15 10. On the basis of the GIS Portal, the data-visualization and the data repository, the consultant will provide technical advice for the creation of mobile apps (for at least two OS) for the display of COPAK content. Ongoing deliverables “Create Maps on Request” – Timeframe Feb 15 – Aug 15 Generate maps on request within 4 days Provide technical support and training on the use of ARC GIS, Google API’s and other mapping tools Over the course of the consultancy the candidate will produce reports as required. 3. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The scope of work is limited to data streams as identified by the M&E Manager and the data demands in the data repository system. The responsibilities are defined under point 2 and any analytical work is limited to the guidance provided by the M&E Manager. 4. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Bachelor’s degree II. Years of experience: 3-4 years of experience III. Competencies: Data entry, database management, analytical skills, mathematical capacities and teamwork. • Degree in information technology, mathematics or engineering. • Experience in the areas of database development, data analysis, GIS and/or records management.
• Experience in the development of mobile apps (IOS and Android) and data visualization. • Practical and solid experience in using Excel or Excel-type software with at least 4 year of active experience in use of business-class software. • Excellent writing, editing, and oral communication skills in English; and • Ability to meet deadlines. 5. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal: (i) Explaining why they are the most suitable for the work 2. Financial proposal 3. Personal CV including past experience in similar projects and at least 3 references 4. P-11 Form duly completed.

- FINANCIAL PROPOSALLump sum contracts
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel;
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Lowest price and technically compliant offer When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both: a) responsive/compliant/acceptable, and b) offering the lowest price/cost “responsive/compliant/acceptable” can be defined as fully meeting the TOR provided. 2. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70 * Financial Criteria weight; 30 Only candidates obtaining a minimum of HR-determined points would be considered for the Final Evaluation Criteria Weight Max.
