Purpose of the post:
Under the close supervision of the Communication for Development (C4D) Specialist, the incumbent will assist in the planning, implementation, monitoring and evaluation of a behaviour change and social mobilization strategy to support UNICEF’s mission in the country by; assisting in identifying appropriate partners and building alliances to orient them on country programme expected results and to solicit their involvement in the implementation of the country programme; working with partners on design, development, pre-testing and evaluation of culturally relevant programme communication materials and activities; monitoring the implementation of programme communication activities by reviewing progress and identifying constraints through field visits, consultations with government counterparts, partners and community and UNICEF programme staff; preparing analyses and reports.
Required Qualifications, Competencies and Attributes:
University degree in the social/behavioural sciences (Sociology, Anthropology, Psychology, Health Education).
Two years of practical professional work experience in social development, preferably in the areas of participatory communication, communication planning, social mobilization, behaviour change and community empowerment.
Proven skills in communication, networking, advocacy and negotiation, especially at the community level.
Knowledge of current developments in the fields of communication for development, including IEC, behaviour change, social mobilization, participatory rural development, adult learning theory, community organization and participation.

Post: Programme Specialist (Field Operations/Emergency)

Purpose of the post:
Under the guidance of the Chief Field Operations and Emergency, and in close collaboration with the technical sections and Zonal offices, the incumbent is responsible for the planning, implementation, monitoring and evaluation, as well as carrying out periodic programme reviews with partners, of the country programme in regards to decentralized approach, disaster risk reduction (DRR) rollout and emergency preparedness and response codification.
The incumbent will provide leadership and technical assistance for innovative approaches to DRR and emergency preparedness;
Participate in the preparation of programme status implementation reports as required.
Required Qualifications, Competencies and Attributes
Advanced university degree in Social Sciences, or related technical field.
Five years of progressively responsible professional work experience in programme formulation, planning, management, monitoring and evaluation, some of which should be in emergency programme management and operations.
Versatility, judgment, maturity and ability to work in a team. Ability to cope with stressful and difficult conditions and political/cultural sensitivity.
Current knowledge of development issues, policies, as well as social programming policies and procedures in international development DRR and emergency response and cooperation.
Proven ability to conceptualise, innovate, execute ideas, as well as to impart knowledge and teach skills
Leadership and organizational abilities
Good analytical, negotiation, communication and advocacy skills.
Computer skills, including internet navigation and various office applications.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relations both within and outside the organisation.

Purpose of the post:
Under the close supervision of the Programme Specialist in the respective Zonal Office, the incumbent will contribute to programme planning, implementation, administration, monitoring and the evaluation of programme activities.
The incumbent will coordinate with programme partners and government officials to report on the situation of children and women in the communities and undertake follow-up action on programme implementation activities;
Collect and analyse programme data and prepare programme status reports as required; Assist in the preparation of the Country programme recommendation; Participates in capacity building for those involved in the programme.

Under the guidance of the Chief Zone Office, the incumbent will be responsible for the planning, implementation, monitoring and evaluation of activities related to achieving results for children in the selected group of districts.
The incumbent will provide technical advice and assistance and capacity building programmes to UNICEF Partners ; Analyze and evaluate data and take corrective action when necessary, to meet programme/project objectives;
